Saudi Arabia suspending cost of living allowance, raising VAT to mitigate economic impact of COVID-19 crisis
Arab News
May 11, 2020 04:45

RIYADH: Saudi Arabia is suspending the cost of living allowance and increasing the value-added tax (VAT) as part of measures to address the impact of the COVID-19 crisis, the Saudi Press Agency (SPA) reported on Monday.

“Cost of living allowance will be suspended as of June first, and the value added tax will be increased to 15% from 5% as of July first,” SPA said, citing statement of the Ministry of Finance.

Finance Minister Mohammed Al-Jadaan said the twin measures are part of efforts to shore up state finances, which have been battered by low oil prices and the coronavirus crisis.

Al-Jadaan warned last week that Saudi Arabia would have to take "strict and painful measures" to deal with the twin impact of coronavirus pandemic and falling world oil prices.

“We must reduce budget expenditures sharply,” Al-Jadaan said, adding that some government projects may be slowed down to reduce expenditure.

“Current actions taken to date to cut spending are not enough, and Saudi public finances will need more control and the journey ahead is long," he said.

The pandemic has wrecked the global economy, leaving millions out of work, with the US alone reporting more than 20 million people becoming unemployed in April.

Worldwide, the COVID-19 has infected more than 4.18 million people as of early Monday, with the death toll surging to 283,000 since the coronavirus was first detected in Wuhan, China last December.

In Saudi Arabia, the number of infections rose to 39,048 as of Sunday, of which 27,345 were active cases and 11,457 have recovered.

The Health Ministry reported 7 new deaths on Sunday, all expatriates, raising the death toll to 246.

Three Gulf states seek partnership with Israel to fight coronavirus
Talk of cooperation with Gulf states on fighting coronavirus comes after years of closer ties with Israel
By LAHAV HARKOV
MAY 10, 2020 15:21
https://www.jpost.com/israel-news/three-gulf-states-seek-partnership-with-israel-on-fighting-coronavirus-627536

Three Gulf states have reached out to Israel in recent weeks to receive information and assistance in the fight against the novel coronavirus disease known as COVID-19. The three make up half of the countries that are members of the Gulf Cooperation Council (GCC).

Bahrain and another Gulf state reached out to Sheba Medical Center at Tel Hashomer, expressing interest in the hospital's response to the pandemic, and the United Arab Emirates’ ambassador to the United Nations said publicly that her government would be willing to work with Israel on a vaccine.

“I have heard leaders in the Gulf say over and over, ‘with our resources and wealth and Israeli innovation, we can create a vaccine and a cure’…They have seen this pandemic as an opportunity for cooperation between themselves and Israel,” said Rabbi Marc Schneier, who has extensive ties in the Persian Gulf as president of the interfaith dialogue organization Foundation for Ethnic Understanding.

“There’s an opportunity to join forces here. So many issues transcend politics in the Middle East.”

Schneier and Yoel Hareven, director of Sheba's International Division, said that Bahrain and another Gulf state, which they declined to name, have taken an interest in telemedicine or remote medicine innovations in Israel and the ways the Jewish state has responded to the coronavirus pandemic.

“We offered them any help they need, even if it’s connecting doctors or nurses, or sending teams to them, sharing logistical knowledge,” Hareven said. “Whatever help we can give our neighbors – we will do it happily.”

Hareven said the unnamed country is “central and different” in the Gulf and is “not one we’re used to hearing about,” adding that Israel is not known to have ties with it, which is why they are keeping a low profile.

“There are a lot of things happening above and below the surface,” Hareven said, noting that the governments in that region are very centralized, which means the contact with Sheba took place with the leaders’ approval.

“They believe very strongly in the connection with Israeli medicine and Israel generally.”

Hareven, recounted that the hospital took part in the US-backed conference in Bahrain last year meant to promote investment in the Palestinian economy with an eye towards peace.

At the time, Schneier connected Sheba’s director, Prof. Yitzhak Kreis and others with leading figure in the Gulf.

“Since then, we have been in touch with some of the people we met there. They plan to come visit us,” in Israel, Hareven said.

“We’re trying to see how to promote medicine in the Gulf states and how medicine can be a bridge between what is happening here and there.”

Hareven called medical matters “the only non-political issue we can agree on.”

UAE AMBASSADOR to the UN Lana Nusseibeh said on Tuesday during a webinar hosted by the American Jewish Committee and the Jewish Insider that she is unaware of any current cooperation between her country and Israel, but added: “Our perspective on science and tackling this pandemic is that it shouldn't know borders or boundaries... I’m sure there's a lot of scope for cooperation; I don't think we'd be opposed to it.”

Nusseibeh referred to Israeli scientific research on treatment for COVID-19, calling it “very exciting” and saying there is “potentially room for cooperation here.”

The ambassador said, responding to questions from Channel 13 reporter Barak Ravid: “I think public health space should be an unpoliticized space where we all try to pool our collective knowledge of this virus to improve the lives of many people around the world.”

Talk of cooperation with Gulf states on fighting coronavirus comes after years of closer ties between Israel and those countries, in light of their opposition to Iran and encouragement from the Trump administration.

Last week, US Ambassador to Israel David Friedman said he’s “very optimistic” about stronger ties between Israel and Gulf states in the coming years, and that they will likely come collectively, from a group of countries, rather than one making the first step.

“Allies with America could also be allies with each other; that’s the natural progression of the relationships,” Friedman said.

The public peak of these growing relations was a workshop titled "Peace to Prosperity" in Bahrain last year, meant to encourage investments in the Palestinian economy, but there have been reports - confirmed by Schneier - that Gulf leaders would be willing to meet with Israel's leadership.

https://headlines.yahoo.co.jp/hl?a=20200510-00000017-jij_afp-int&p=2

Danish Immigration Minister Says 'Can Keep Influx at Bay' as More Refugees Leaving Than Arriving

Syria, Somalia, Iraq and Bosnia and Herzegovina top the list of the countries to which asylum seekers are repatriating.

For the first time in a decade, the number of people with refugee backgrounds leaving Denmark is higher than the number of new arrivals, the country's Integration Ministry reported.

Last year, 1,520 asylum seekers arrived in Denmark. At the same time, 2,250 immigrants with refugee backgrounds emigrated or repatriated back to their home countries, leaving the country with a negative net value of 730. By contrast, in 2015, net immigration to Denmark totalled 16,000.

Integration Minister Mattias Tesfaye, hailed this development and called these numbers “lovely”. According to Tesfaye, the government's policy is that the refugees' stay in Denmark is only temporary. Whenever possible, it is natural for them to return to their home countries.

“I am pleased, first of all, because it shows that we can keep the influx at bay by pursuing a sensible policy in Denmark. But also because there are refugees who would like to receive a bag of money and travel home and rebuild their own country,” Tesfaye told Danish Radio. “I am happy that we can give people protection when there is a need for it. But I am also happy every time a refugee can return home.”

Syria, Somalia, Iraq and Bosnia and Herzegovina top the list of the countries to which asylum seekers are repatriating. By contrast, more were arriving from Eritrea, Iran and Afghanistan than leaving Denmark.

Part of the credit goes to the new repatriation act, which came into force in Denmark last year. The purpose of the law is to make it possible for immigrants to leave the country voluntarily. Apart from covering travel expenses, the Danish state pays DKK 140,000 ($20,300) per adult and DKK 42,000 ($6,100) per child for each asylum immigrant returning to their home country. To make it more attractive to return, Denmark also offers help with schooling and medicine.

“Many Syrians have travelled home voluntarily, and many of them with a bag of money in hand from the Danish state. Hopefully, it can help them establish themselves in their home country and help rebuild it after the civil war,” Tesfaye said.

The minister pledged to further strengthen the repatriation sphere.

“This is one of the reasons why I decided to create a special immigration authority only tasked with helping foreigners without legal residence in Denmark go home,” Tesfaye said.

In recent years, Denmark has been gradually tightening its immigration policy, a process started by the right-of-the-centre “blue” bloc and continued under the current Social Democrat government.

Tesfaye himself is of immigrant background as his father came to Denmark from Ethiopia; he has been a cabinet minister since last June. Before joining the Social Democrats in 2015, he used to represent the now-defunct Marxist-Leninist Communist Party, the Red-Green Alliance and the Socialist People's Party.

Local authorities in Germany are bringing back lockdown measures after coronavirus infections spiked just days after Angela Merkel started to ease them.

Germany has 16 federal states, with the power to relax restrictions, who have all agreed to reimpose lockdown if new cases hit 50 per 100,000 people over seven days.

The regional government in North Rhine-Westphalia, Germany's most populated state, recorded a spike in coronavirus cases after 150 of 1,200 employees tested positive at a slaughterhouse in Coesfeld.

The coronavirus revealed Trump's lack of fitness for his job
Middle Israel: Some early political conclusions to draw from the pandemic.
By AMOTZ ASA-EL
MAY 8, 2020 12:46
https://www.jpost.com/international/the-coronavirus-revealed-trumps-lack-of-fitness-for-his-job-opinion-627305

Having raged repeatedly throughout his life, plagues challenged William Shakespeare first as a child, then as an actor, and finally as the playwright who saw epidemics shutter London theaters for an aggregate 78 months during his most prolific decade, as Andrew Dickson noted in The Guardian this week.

Besides Mercutio’s “a plague on both your houses” and a quarantined messenger’s fateful failure to deliver Juliet’s message to Romeo that her suicide was fake, experts suggest Shakespeare wrote entire plays, most notably King Lear, while quarantined and under plague’s depressing weight.
Fortunately, our own pandemic’s impact will be nothing like what Shakespeare endured – a continuum of plagues that haunted successive generations before culminating, 40 years after his death, in the Great Plague of London.

Coronavirus, by contrast, will be eradicated hardly two years since erupting. Then again, its disruptions’ universality, intensity and shock will impact the future far more than previous epidemics, most of which were accepted as divinely delivered and therefore impossible to prevent.

Many pens will be broken in upcoming months in an effort to predict corona’s imprint. Now, however, as the plague’s first phase winds down, this column’s four conclusions are not about the future but about the present.

THE FIRST conclusion is that Donald Trump’s unfitness for his job was exposed in all its gravity.

After greeting the crisis with the fallacy that “it’s one person coming in from China and we have it under control”; and after claiming baselessly “we’re very close to a vaccine”; and after announcing he closed the border with Europe, which he had not, the leader of the free world publicly urged scientists to consider injecting corona patients with bleach or to expose them to ultraviolet light.

And after having thus compelled manufacturers to rush and warn that their disinfectants must not enter human bodies, an ever abrasive Trump told a journalist he had spoken “sarcastically, to reporters like you, just to see what would happen.”

If we thought that this man’s profanities, racism, sexism and habitual bullying were not enough, this served as a reminder that on top of all these he is so frivolous that he simply does not get what is at stake: not the science, not the psychology, and certainly not the poise, reflection, measure, and extreme caution a leader must mix at a time like this.

Instead, Trump has proved he lacks even the basic sense of responsibility that thousands of other leaders around the world, from police officers and hospital directors to supermarket managers and small-town mayors, have displayed in the wake of the plague.

THE SECOND conclusion is that Trump’s perfect inversion in handling the plague was Benjamin Netanyahu.

Initial suspicions that he was overreacting have proven unfounded. Yes, the jury will be out for a long time concerning his political motivation, and yes, Israel brought some advantages, like thick borders, a young population, and experience with emergencies. Even so, the bottom line is that Netanyahu made Israel react more quickly and efficiently than most other countries, and thus avoid Italy’s path and fate.

True, the crisis also underscored well-known problems in Netanyahu’s leadership, like his weakness for media appearances and self-congratulation, and his mental inability to share the limelight with anyone, in this case his own defense minister, at the expense of proper management’s basic demands.

Still, Netanyahu set out to personally manage the crisis, and the bottom line is that Israel emerged from the plague’s first phase with a minimal number of fatalities and one of the world’s lowest rates of infection.

Yes, this column has attacked Netanyahu repeatedly over the past quarter century, and in recent months has been doing so with particular zeal, for well-known reasons. This does not contradict its happiness to give credit where credit is due.

THE THIRD conclusion is about borders.
Two supreme courts, Washington’s and Jerusalem’s, have just held sessions in live broadcast, the latter about the new coalition agreement’s legality, the former about an esoteric appeal by Booking.com concerning its URL’s copyright.

Having come at the height of the pandemic, if even not in its wake (Israel’s move is part of an old plan to broadcast 10 annual sessions), the public’s virtual arrival in democracy’s holy of holies highlighted the growing softness of borders – whether institutional ones, like those partitioning between citizen and judge, or political borders, like those that the virus has so effortlessly crossed.

Like it or not, we live in a world as transparent as water, and the only way to defy this evolution is to create an island as sealed, oppressed and impoverished as North Korea.

And that leads to the pandemic’s fourth and most important early lesson, which is that China must change.
CHINA HAS been accused of having consciously manufactured and deliberately unleashed the virus that has spread worldwide.

No evidence has been produced for this wild charge, which besides being unproven is also illogical.

China, unlike other civilizations, never was in the business of conquering the world. Moreover, in its current incarnation China needs the outer world as a commercially thirsty trade partner, not as an economically stricken intensive care patient.

Then again, by refusing to share information about corona’s outbreak, and by failing to quickly block foreign travel to and from its epicenter, China did mishandle the epidemic.

This was not about malice. It was about authoritarianism’s deepest fear and overarching quest: the fear of public panic, and the quest to control information. Beijing thinks that by blocking, manipulating and dictating information’s flow, it is guarding its system’s twin towers – the regime and the economy.

Now it was served a warning that, like the rest of mankind, it lives in an age of transparency, and that defying its demands will bring a plague on both its houses.

BEIRUT, LEBANON (10:40 p.m.) – The Syrian Observatory for Human Rights (SOHR), based in Britain, reported that the number of mercenaries recruited by Turkey to fight in Libya had risen to about 11,000, including 261 killed in combat.

The observatory said that new batches of hundreds of Syrian fighters have arrived in Libya via Turkey, where they are expected to fight alongside the Government of National Accord (GNA) forces against the Libyan National Army, led by Field Marshal Khalifa Haftar.

According to the SOHR statistics, the number of conscripts who have reached Libyan territory so far are about 7,850, among them a non-Syrian group, while the number of conscripts who arrived in the Turkish camps to receive training amounted to about 3,000 recruits.

The United Nations earlier condemned the flow of arms and foreign fighters into Libya, but did not directly comment on reports and accusations that Turkey was sending fighters linked to ISIS and Al Qaeda to operate as mercenaries in Libya.

Libya is witnessing two political entities fighting for legitimacy in the country, namely the Government of National Accord in Tripoli, headed by Fayez al-Sarraj, and an interim government based in the eastern city of Tobruk, which has the support of Field Marshal Khalifa Haftar, whose forces have sought since last April, to control Libyan capital.

Is Iran really leaving Syria?
Is it really because of Israeli airstrikes or is it more complicated?
By ANNA AHRONHEIM

Earlier this week senior defense officials in Israel announced that after years of Israel’s war-between-war campaign to drive Iran out of Syria, the Islamic Republic was finally withdrawing from the war-torn country.

The news came just hours after an airstrike blamed on Israel targeted a research facility in Aleppo in Syria’s north.

But the announcement also came as Iran is still regrouping from the targeted killing of Quds force commander Qasem Soleimani in January and as it continues to deal with the ongoing coronavirus pandemic and a disastrous economic crisis hitting the country, Israel’s war-between-war campaign, known in Hebrew as MABAM, has been going for close to 10 years but has increased its pace over the past three years with thousands of strikes targeting Iranian and militia infrastructure in Syria.

Almost on a weekly occurrence foreign publications are reporting airstrikes- from the Golan Heights on Israel’s northern border to deep inside Syrian territory like Al Bukamal on the Iraqi border to Aleppo in the country’s north on Monday night.

The increase of tempo of strikes as well as the distance of the location of the strikes, deep inside Syria, a senior defense official said, are what is pushing Iran to withdraw its forces and close bases across the country.

Independently, Iranian-backed Shiite militias have also begun to withdraw from Syria as the civil war continues to wind down.

Iranian troops are leaving the country, both in caskets and by air, but the reasons behind that withdrawal may be a bit more complicated than just an increase in airstrikes.

At the height of the civil war, Iran, one of the main backers of the regime of President Bashar al-Assad, sent thousands of troops and ferried countless weapons into the war-torn country.

Not only was it propping up the regime which was at risk of collapse, under the watchful eye of Soleimani, Iran’s aspirations of regional hegemony almost came to pass.

The death of Solemani, viewed by even Israeli defense officials as an incredible frontline commander and mastermind, was a major strike to Iran’s plans.

And while he was replaced by Ismail Ghaani, it’s hard to replace an individual as charismatic and cunning as Soleimani. Not only did he bump elbows in the halls of high ranking political officials, including Russian President Vladimir Putin, but he also got down in the dirt with the soldiers on the frontlines.

Ghaani is not the same and knows that he can’t fill his predecessor’s shoes. And while he is an active commander, the men of the Quds force on the ground in Syria understand that he’s no Soleimani.

Inside Iran, the situation is going from bad to worse and the public are fed up with billions of dollars being spent on Hezbollah, Assad, and even the Houthis in Yemen. They want food on their table, they want to work.

With dozens of strikes targeting airbases used by Iran to ferry in fighters and weapons, there are reports that Iran has began to use Russia’s Hmeimin airbase close to the port city of Latakia, but how long will that last? Russia, which along with Iran, has been instrumental in keeping Assad in power has also begun to run out of patience with Tehran.

The senior defense official who told reporters that Iran was withdrawing from Syria also stressed that Israel would "step up pressure on Iran until it leaves Syria." Israel knows that if it leaves Iran alone, it risks allowing a monster to grow on its northern front.

But even if Iran and the militias leave, they have been laying down local infrastructure so that Iranian blood doesn’t need to be lost. The locals who align with them can fight against Israel and will pay the price.

Hezbollah has also been investing significant amounts of manpower and time into Syria and has been reported to be embedding itself into the Syrian Arab Army in order to guarantee its survival in the country.

So while the Iranians may be leaving, the reason behind their withdrawal may be more complicated than just Israeli airstrikes.

UK GDP will slump by 14 per cent this year as coronavirus inflicts the worst recession for three centuries, the Bank of England warned today.

In a grim assessment, the Bank said the economy could shrink by nearly 30 per cent in the first half of this year before recovering some ground.

But the impact of the deadly disease will continue to be felt long afterwards. Unemployment could hit 9 per cent before falling back again.

The overall 14 per cent fall in output estimated for 2020 would be the biggest recession for more than 300 years.

The Bank says it believes there was a 3 per cent contraction in the first quarter, and sees GDP plummeting by an incredible 25 per cent in the current three month period, before finally clawing back some ground.

Announcing that interest rates have been kept on hold at a record low of 0.1 per cent, Governor Andrew Bailey said it was acting to ease the effects as much as possible and tried to strike a more optimistic tone by saying there would be limited economic 'scarring'.

But in another bleak sign this morning, former Chancellor Alistair Darling warned that the Bank might be too optimistic about the prospects for a quick recovery.

What is the secretive institute that found an antibody to the coronavirus?
Tucked away in an orange grove in Ness Ziona, the history of the Institute for Biological Research goes back before the founding of the State of Israel.

https://www.jpost.com/health-science/what-is-the-secretive-institute-that-found-an-antibody-to-the-coronavirus-627133

Late on Monday night after Prime Minister Benjamin Netanyahu told Israelis the country would slowly reopen after close to two months, the Defense Ministry announced the Israel Institute for Biological Research had completed a groundbreaking scientific development, identifying an antibody that neutralizes the coronavirus.

The Institute for Biological Research (IIBR) has been playing a key role in the fight against the deadly virus since early February after being asked by Netanyahu. Last month, it announced it had begun testing a COVID-19 vaccine prototype on rodents.

But what is the IIBR? Like Israel’s nuclear facility in Dimona, the IIBR operates under the auspices of the Prime Minister’s Office and works closely with the Defense Ministry.

Most of the work carried out by the secretive institute is a heavily guarded secret reinforced by military censorship. But its history began before the founding of the State of Israel.

In 1948, a Science Corps, known by its Hebrew acronym HEMED, was established within the IDF. A unit devoted to biological warfare was established under the name HEMED BEIT. It was housed in a single building in a remote orange grove outside Ness Ziona, dozens of kilometers south of Tel Aviv.

Everything regarding the unit was kept a closely guarded secret from the start. And while it was controversial to many senior officials at the time, scientists as well as Prime Minister David Ben-Gurion were adamant that Israel know how to defend itself against nonconventional attacks.

According to reports, HEMED BEIT was accused of being involved in several operations that targeted the Arab population prior to the establishment of the state in an attempt to drive them from their villages.

Avner Cohen, in a 2001 article entitled “Israel and Chemical/Biological Weapons: History, Deterrence, and Arms Control,” wrote that the scientists involved in HEMED BEIT “firmly believed” that “if microbiology could help in providing the means to establish the Jewish State, so be it.”

In 1993, one of the scientists involved in HEMED BEIT, Ephraim Katzir, was interviewed by Israel’s Hadashot news and was quoted by Cohen in his report as saying: “We planned various activities to get a sense of what Chemical Biological Weapons (CBW) is and how we could build potential in this area. We needed to know how to defend against such weapons. We knew that in surrounding countries others were developing biological weapons. We believed that scientists should contribute to the strengthening of the State of Israel.”

Ernst David Bergmann is best known as the father of Israel’s nuclear program. He founded the Israel Atomic Energy Commission in 1952. But his contribution to Israel’s chemical/biological capabilities was crucial.

During the War of Independence, Bergmann used the Weizmann Institute of Science (known then as the Seiff Institute) as a research base for HEMED. Bergmann, who in 1951 was appointed by Ben-Gurion as chief of research at the Defense Ministry and scientific adviser to the prime minister, then set up government-sponsored research centers that focused on nuclear and chemical-biological science.

The IIBR, a continuation of HEMED BEIT, was formally established in 1952 in the same Ness Ziona orange grove by a group of scientists from the IDF Science Corps and from academic organizations. Like its predecessor, from the start it was regarded as a highly classified research center.

“Given the climate of the times, it is doubtful that Bergmann and his IIBR colleagues made a distinction between defensive and offensive research development,” Cohen wrote. “In those days, national CBW programs were not illegal or even at odds with international norms.”

But unlike HEMED BEIT, Bergmann wanted the IIBR to have a civilian identity. Therefore, it did not focus solely on military CBW programs, but rather a broad range of scientific research projects that would help the young state.

Over the years, the IIBR has been involved in a series of groundbreaking scientific research, including a project to develop a vaccine against polio, developing kits for detecting explosive materials, a drug to treat Sjogren’s syndrome and more.

Still located in Ness Ziona, the IIBR is surrounded by a large wall with a gate that blocks its entrance. But it is no longer housed in a small building, but rather in a spacious building that once belonged to an Arab effendi and a large modern research complex that contains dozens of laboratories.

Prof. Shmuel C. Shapira, an anesthesiologist by training, has headed it since 2013. The IIBR employs some 350 people, including about 160 scientists with doctorates in biology, biochemistry, biotechnology, analytical chemistry, organic chemistry, physical chemistry, pharmacology, mathematics, physics and environmental science. There are another 160 technicians and administrative staff.

It continues to be viewed by the defense establishment as one of the country’s most secretive defense installations. The public rarely knows what goes on behind the highly guarded walls of the institute.

Though it has expanded its research, according to foreign publications, the institute is still involved in developing biological and chemical weapons.

It has also had its fair share of controversies.

In 1983, the deputy director of the IIBR, Marcus Klingberg, was arrested along with his wife for passing the institute’s secrets to the Soviets. Klingberg, who was regarded as one of the world’s most-respected epidemiologists and an expert on top-secret biological and chemical research, was one of the founding members of the IIBR after he served in HEMED BEIT.

During his 30 years at the institute, he was questioned twice by security officials (in 1965 and 1976) but was only arrested close to a decade later. His arrest was kept secret until 1993.He was sentenced to 20 years in prison, including 10 years in solitary confinement, before he was released in 2003. He died in 2015 in Paris.

While the majority of the case remains classified, according to foreign reports, it is believed that he gave the Soviets some of Israel’s most sensitive military secrets in the field of CBW.

In 1992, an El Al transport plane carrying some 189 liters of dimethyl methylphosphonate (DMMP), a dual-use chemical used in the production of Sarin nerve gas, crashed in Amsterdam, killing more than 40 people. The DMMP was designated for the IIBR, according to The New York Times.

“Since 1995, the institute has operated as a government-affiliated unit that researches all areas of defense against chemical and biological weapons, including the operation of national laboratories for detection and identification of such threats,” the institute says on its website.

During the “Omer-2” project, some 760 soldiers served as guinea pigs over the course of eight years in the 1990s as the country worked to develop a vaccine against anthrax. The project, headed by Dr. Avigdor Shafferman (who later became the director general of the IIBR), was carried out in cooperation with the Defense Ministry and the IDF Medical Corps.

Troops were injected with up to seven doses of the vaccine but were not informed of the risks of being infected with the deadly disease.

In 2007, dozens of soldiers were interviewed by Israel’s Uvda television show. They suffered from medical conditions such as skin tumors, intestinal and digestive issues, severe lung infections, serious migraines, bronchitis, epilepsy and feelings of constant tiredness and weakness.

According to a 2011 report in Haaretz, the soldiers from the military’s elite Unit 8200, paratroopers and others “participated in these experiments, in complete contravention of the Helsinki Accords, which established rules for medical experiments on human subjects.”

While the exposure of the project sparked a massive public uproar and saw army regulations for conducting trials on human subjects tightened, Shafferman and others involved were not prosecuted, Haaretz reported.

The institute also was reported to be behind the poison injected into senior Hamas official Khaled Mashaal in Amman, Jordan, in 1997. Israel admitted to the failed assassination attempt and provided the serum that saved his life in return for the Mossad agents who had been captured. The antidote, which was originally meant for Israeli operatives should they come into contact with the poison, was allegedly developed at the IIBR.

But despite the controversies, the IIBR continues to carry out dozens of civilian research projects and works on pharmaceuticals, vaccines, treatments and antibodies to protect Israeli civilians from CBWs.

According to open sources, in addition to its defense-related research, scientists at the center are also involved in developing means for diagnosing contagious diseases, solutions for environmental problems and medications.
The IIBR was also involved in trying to develop a vaccine for the SARS disease when the outbreak occurred in 2003, but it never panned out.

Close to two decades later, the scientists at the IIBR, surrounded by orange groves in Ness Ziona, may be the ones to bring the coronavirus to its knees.

https://headlines.yahoo.co.jp/hl?a=20200505-35153330-cnn-int

Five Eyes spies have NO EVIDENCE that coronavirus emerged from Wuhan lab, report suggests in U-turn from previous leaks

There is no evidence to substantiate the Trump administration’s claims that Covid-19 came from a Chinese laboratory, according to intelligence sources, raising questions about a leaked dossier blaming Beijing for the pandemic.

Sources that spoke to the Guardian said that a 15-page dossier which accused China of carrying out a cover-up to hide its role in the global health crisis was not based on intelligence taken from the infamous ‘Five Eyes’ network, which includes spy agencies from the UK, US, Australia, New Zealand, and Canada. Beijing could have been more forthcoming about what was happening in Wuhan – the original epicenter of the pandemic – but pressing the issue could risk a dangerous escalation between the West and China, Five Eyes agencies believe, according to the Guardian report.

Over the weekend, the Australian Sunday Telegraph claimed it saw a dossier, allegedly compiled by “concerned Western governments,” which claimed that the Five Eyes intelligence agencies are probing Beijing’s involvement in the Covid-19 outbreak.

The leak coincided with incendiary remarks from US Secretary of State Mike Pompeo, who claimed there was a “significant amount of evidence” that the virus came from the Wuhan Institute of Virology. Although it’s still not clear how Covid-19 emerged, Washington has promoted the theory that China is to be blamed for the health crisis.

The UK has taken a different approach to determining the cause of the crisis. Downing Street has resisted assigning blame for Covid-19, though it has stressed that questions need to be answered about the origin and spread of the virus in order to better prepare for future global pandemics.

Beijing has strongly denied any involvement in the spread of the illness, and has challenged Pompeo to produce the evidence purportedly showing its links to the pandemic. The secretary of state is engaged in the spread of a dangerous “political virus,” China has said.
