The statement of the Chinese Diplomat is much more powerful than the English translation. What he was saying was that " US doesn't qualify to negociate with China in regard to natinal strengths. US was already in such position 20-30 years ago , China doesn't bet on nuisance! Therefore if US is prepared to participate in a mutually respective relationship with China, productive conversations shall start, otherwise China will not put up with it".

The American side did a VERY UNDIPLOMATIC move, the remarks made by Blinken at 0:35 mark was made AFTER, the American side cleared the room of journalists then calling them back to film them speak again.
Normally the opening statements are made short concise and diplomatic and cordial, The Americans as host spoke first, but they were grandstanding by playing to their domestic politics and went way over time.
So the Chinese side who spoke second also used up the similar amount of time as the American side, simply because the Grandstanding effort of Blinken raised many issues that needed responding on camera.
However, after both side made their opening statements, the journalists should've left the room, so the talk can start. As the journalists left the room Blinken called them back to make another extra statement as a reply to China's opening statement.
So Americans got to speak on camera twice, and after Blinken made his extra statement, he tried to cleared the room of the journalists again, this way China won't get a chance to respond, But Yang Jiechi were so angry he told the journalist to stay, and that's when he made the statement criticizing the Americans of not following basic diplomatic protocol.
Edit: I personally had higher hopes for Blinken, thinking he's a career diplomat, he can defuse some of the tensions between the 2 nations, but obviously he's way out of his league for this position, the immature mannerism he conducted himself shows he lacks serious experience. And it shows, after the conference, when he spoke to the press, he looked like he had his lunch money stolen.

It’s more entertaining than any reality show:) Also, was surprised how unprepared and weak Blinken was, he should be called Mr. Hearsay after giving that opening remarks...
