個人の場合は、シリア国籍、帰化して5年以上、大卒、犯罪歴なし。公職との兼務を許可する。経済力は問わない。
法人の場合は、会社法が定めるシリア国籍とし、設立者は全員シリア国籍、設立者の過半数が大卒。編集部は公職との兼務を認めない。許可は、社長と編集長の連名に対して与える。
社長の要件は、大学ジャーナリズム学科卒、記者協会が発行するプレスカード所持、報道分野での職務経験6年以上、公職または国会議員との兼務を認めない、出版以外の職務経験を認めない。
編集長の要件は、大卒または定期刊行物の編集長の経験、プレスカード所持、編集長経験10年以上、日刊紙以外の経験は認めない。
ごちゃごちゃ書いてあるが、プレスカードを発行する記者協会の長がバアス党だし、日刊紙で経験10年以上というと人材が政府系出版物（体制派）しかいないので、この2点でコントロールしつつ、様子を見るということなのかと思った（これって自由化なのかな？苦笑）。個人については、公職との兼務OKなので、公務員の給料をもらいながらニュースサイトを構築する人を多数用意して、反体制派に対抗するつもりなのかもしれない。
