過去4年に7億シリポン（約12億円）をかけたのに村の生活水準を引き上げることができなかった。「これは開発ではなく、無駄遣いである」。
大臣は、3つの委員会を立ち上げ、無駄金の行方を調査、計画の練り直し、進行中のプロジェクトの統括を命じた。またプロジェクト担当局長を解任。
プロジェクトは、デールッズール県、ハサケ県、ラッカ県の100の農村を対象としている。IFAD並びにOPECファンドから支援を受け、2008年から7年計画、US$58 milの予算で運営されている。

DEIR EZZOR, (SANA)- Minister of Agriculture and Agrarian Reform, Riyad Hijab, stressed the necessity of redirecting the North-Eastern Region Rural Development Project, saying that 4 years after its launch, the project has not yet proved its effectiveness in terms of developing the target villages.
Meeting with the people in charge of the project in Deir Ezzor on Saturday, Minister Hijab gave directives for the reselection of the target villages which are most in need so that to translate the project's goal effectively on the ground.
"What has been achieved so far can't be considered real development, but a waste of money," said Hijab, adding that nearly SYP 700 million have been spent so far within the project without it being able to succeed in changing the living conditions of the target villages.
After being briefed on the project data and works, the Minister formed an audit committee to investigate the money spent and another committee to draw up a clear strategy of the project work, in cooperation with the parties concerned in the provinces in the eastern area.
A third committee will be formed by the Ministry to supervise the situation of the guiding departments in the eastern provinces.
The Agriculture Minister discharged the director of the project from his post and assigned the assistant to take care of the activities and works until a new director is appointed.
The North-Eastern Region Rural Development Project aims at empowering local society and engaging it in the sustainable development process, realizing optimal investment of the natural and human resources and providing the technical and credit support required.
The number of villages targeted by the project reaches 100 villages among those most in need in the provinces of Deir Ezzor, Raqqa and Hasaka.
Carried out by the Agriculture Ministry in cooperation with the International Fund for Agricultural Development and the OPEC Fund for International Development, the project has a capital of USD 58 million and a duration period of 7 years since April, 2008.
