Strict security in apartments urged

JEDDAH: Landlords are complaining that an increasing number of tenants are renting out apartments so they can have extra-marital affairs and illicit relationships.

They are calling for stricter measures to ensure only families are allowed to rent in their buildings.

The Ministry of Municipal and Rural Affairs recently allowed landlords to construct taller buildings, as high as 10 stories. Not every owner lives in the same block, which can contribute to lax security and attract unsavory characters.

Arab News spoke to Abdulaziz Al-Youssef, who owns a residential complex consisting of four buildings.

Al-Youssef encountered many problems in renting out the apartments, as most would-be tenants were hiding sordid secrets that broke Islamic and Saudi laws.

"I rented out an apartment to an elderly man who said he had family. After the man paid the rent, he left and his son came to live in the apartment," said Al-Youssef. "The son then started inviting groups of deviant and strangely dressed young Saudis who were always drunk to the flat, in addition to the large number of strange women who would spend long periods of time with them."

Al-Youssef said he immediately wrote a letter to Jeddah Gov. Prince Mishal bin Majed, who ordered the arrest of the young man and a clear out of the apartment.

"We are calling for a clear directive from the municipality to allow us to rent only to respectable families. In so many cases we cannot ensure the validity of the information that we have, especially when most of the women are covering their faces," he added.

It has become clear that renting an apartment in a high-rise building is the best way to have secret affairs without being caught by the authorities.

"One day a 30-year-old Saudi man came to enquire about renting an apartment. He provided me with his marriage contract and civil status but said that his wife was teaching far away and would move to Jeddah very soon," Al-Youssef said.

"After two weeks he brought a woman to the apartment, but she was only visiting twice a week."

Al-Youssef said that he tricked the man into revealing the truth by telling him he had an affair with the woman.

"This made the man angry but he immediately confessed the truth and promised to empty the apartment," he said.

"Whenever I rent out an apartment I ask each resident to present his marriage contract in addition to proof of residency, but these are often not sufficient enough to ascertain their identity."

Recently he met a newly married couple that was looking to rent an apartment, but the husband refused because of the high fees.

"Later on I discovered that the wife kept coming to our building periodically as she was having an affair with one of the residents. She wanted to live in the same building so she could meet him easily."

Real estate experts are now calling for security centers, especially in residential complexes.

"After building owners started increasing the number of floors in their buildings, it has become very easy to commit a crime," said Abdulrahman Ramzi Addas, chairman of Keppel al-Numu Development Ltd and a former member of the Jeddah Chamber of Commerce and Industry's real estate committee.

"Most young people and small families prefer to have an apartment in high-rise buildings because of the cheaper prices, compared to a villa or larger apartment. That is why real estate companies and building owners tend to build residential complexes, rather than simple buildings.

"With this great increase in the number of high-rise buildings, we prefer to have a security office in each complex. These offices can control who enter the building, verify the identity of the residents and maintain security."
