Fewer Iraqi refugees repatriated in 2009 - UNHCR

AMMAN - Fewer Iraqi refugees in Jordan voluntarily returned to their home country in 2009 than in the previous year, according to a UNHCR report released on Wednesday.

In its annual newsletter, released yesterday, the refugee agency stated that 237 Iraqis registered with the UNHCR were voluntarily repatriated between January 1 and December 15 of last year, compared to 266 between September and December 2008.

With regard to the slowdown in repatriation, the report pointed to “anecdotal evidence that some Iraqis are awaiting the results of the March elections,” indicating that the agency does not expect large-scale returns within the next quarter.

As of the end of last year, 38,692 Iraqis were registered with the UNHCR, down from 52,900 active registered cases of vulnerable Iraqis in 2008, the report stated.

The agency attributed part of the drop to the deactivation of nearly 8,000 Iraqi case files due to individuals not contacting the UNHCR for two years.

Should a formerly registered refugee contact UNHCR Jordan or one of its partners, his or her profile would automatically be reactivated, according to the agency.

Meanwhile, over 8,000 Iraqis in Jordan were submitted for resettlement in 2009, meeting UNHCR’s target for the year, the report indicated, adding that estimates project 6,500 to be submitted in 2010.

In 2008, around 9,600 displaced Iraqis living in Jordan were resettled in third party countries.

An average of 500-700 Iraqis approached the UNHCR for registration per month last year, 50 per cent of whom were new arrivals, the agency stated.

In terms of the upcoming year, the agency said it will focus on the preservation of the safe space provided in Jordan by continuing to ensure Iraqis’ access to national facilities such as health and education; providing safety nets in the form of cash, medical, legal and other assistance; and seeking durable solutions for the most vulnerable.

In the report, the UNHCR expressed its commitment to continue supporting the government in areas including gender-based violence, family protection, education and health.

However, it expressed “concern that burden- sharing is drying up in light of the difficult economic situation”, calling for continued lobbying for bilateral assistance to the government to help offset strains on national the infrastructure.

Jordan is home to roughly 500,000 Iraqis, according to various official and unofficial statistics. Classified as "guests", Iraqis are afforded essential services such as free education and access to healthcare. A select group are recognised as refugees and registered with the UN agency.

Repatriation remains the most durable solution for most, according to the UNHCR, while resettlement to third-party countries is reserved for the most vulnerable.
