“This year, we have already signed contract documents with foreign customers worth more than 1 trillion rubles,” Sergey Chemezov, CEO of Rostec (the state corporation includes Rosoboronexport), said on August 15 at the opening of the Army-2022 forum. “This figure exceeds some of the annual figures for the past 10 years.” Rosoboronexport has supplied arms worth $5.4 billion to foreign customers in 2022, and it is planned to supply weapons worth another $5.4 billion by the end of the year, Rosoboronexport CEO Alexander Mikheev said at the forum. The state intermediary's portfolio of orders is $52.9 billion. According to him, the demand for Russian equipment "continues to be stable."

Director of the Federal Service for Military-Technical Cooperation (FSVTS) Dmitry Shugaev told RIA Novosti that the cost of deliveries of all Russian weapons in 2021 amounted to about $14 billion. The FSMTC reports information on the work of all special exporters, and not just Rosoboronexport. Therefore, it is not entirely legitimate to talk about a drop in exports from $14 billion to $11 billion, says a source close to the military-technical cooperation system. Other companies accounted for about $1-2 billion in annual exports under licenses for the supply of spare parts and maintenance of Russian equipment, so it is too early to talk about what the total volume of exports of military products will be in 2022, he adds.

At the forum in 2017, it was announced that 17 contracts were signed for $2 billion, in 2018 - 23 for $2.9 billion, in 2019 - 32 for $2 billion, in 2019 - 46 for $15.2 billion, in 2020 - 41 by 15.6 billion and in 2021 - by $6.8 billion.

“The main share of deliveries [abroad] this year falls on aviation and [means] air defense. The export of aircraft and helicopters is about 40%, more than a third - air defense equipment. About 30% more are weapons for the ground forces and the navy,” Chemezov said. At the same time, deliveries continue at a pace comparable to the previous ones, and “the impact of a special military operation on deliveries is not seen. Russia has been and remains a reliable partner in the field of military-technical cooperation for friendly states,” said the head of Rostec.

Publications that Russia, due to a shortage of weapons and due to the start of a military operation, not only reduces exports, but also increases imports, poorly corresponded to reality, says Ivan Konovalov, director of the 21st Century Technology Assistance Fund. The problem was in the calculations after the imposition of tough sanctions, and as it was resolved, supplies resumed, he says.

Representatives of the Russian military-technical cooperation system, unlike in previous years, did not announce the geographical direction of exports due to the sharp tightening of the sanctions regime and the threat of secondary sanctions for importers of Russian equipment. According to Ruslan Pukhov, a member of the Public Council under the Ministry of Defense, most likely among the importing countries are all the traditional large buyers of Russian weapons, including India, China, Vietnam, Algeria and Egypt, the countries of Africa south of the Sahara. “We are talking, first of all, about countries that pursue an independent foreign policy and do not join anti-Russian sanctions,” explains Pukhov.
