Abe was in the city of Nara in western Japan when shots rang out around 11:30 a.m. and he collapsed

Tetsuya Yamagami, 41, of Nara City, was arrested at the scene on suspicion of attempted murder

Police also confiscated a gun from the scene that appeared to be homemade
