Turkey on Wednesday blocked Syrian access to $200 million worth of deposits in Turkish banks that belong to the Central Bank of Syria and the Syrian Bank of Commerce (editorial note: Commercial Bank of Syria).

A Turkish bank account holding $80-90 million in deposits from the Syrian Bank of Commerce was frozen by the Turkish government as part of sanctions on the Bashar al-Assad regime. Turkey’s Foreign Ministry has taken all possible measures, following a warning to Damascus, to prevent the flow of money into Syria while at the same time trying to ensure that the rights of Turkish businessmen who have business dealings in Syria are protected. The ministry has stressed that payments which are supposed to be received by private Turkish businesses operating in Syria in return for services rendered are paid through the Syrian Bank of Commerce.

A senior-level official at the ministry also stated that Syrian deposits in Turkish banks are not intended as savings, explaining that the money was deposited in Turkish banks as a means of payment for services provided by Turkish businesses in Syria, mainly in the contracting sector.

Turkey’s sanctions on the Assad regime were announced by Turkish Foreign Minister Ahmet Davutoğlu last week. The Foreign Ministry official noted that the flexibility of sanctions will be ensured to protect the rights of Turkish businessmen and payments that were made to those businesses in return for their services.
