ロシア外務副大臣がシリア訪問 アサドは謝意表明

(1つ目)SANA。ボグダノフ外務副大臣がシリアを訪問し、ロシア大統領からの書簡をアサド大統領に渡した。

アサドは、ロシアのバランスの取れた立場に大きな謝意を表明。アサドは、シリアが民主化関連法を制定し、改革を一歩進めるごとに、国際的圧力が高まっている点を指摘。

ロシア特使は、シリアが政治経済の面で進めている改革へのロシア支持を表明。全ての段階で両国が協調を継続する必要性を強調。

シリアのムアッリム外相が、別途ロシア特使と会談。

(2つ目)ロシアの声。ロシア特使は、シリアの反体制派は、政府との対話を避けるべきでない。対話だけがシリアの平和と調和の回復を保証し、民主的な改革を進めると語った。

(3つ目)RIA Novosti記事。クレムリンの声明によると、ロシア特使は、シリア政府と反体制派の双方に対し即時停戦を求めた。また、シリア政府に対しては遅滞なく約束した改革を履行するよう、反体制派に対しては対話に応じるよう求めた。

ロシアの専門家は、特使を派遣した目的は、シリアの実情を調べ、アサド体制がどれだけ堅固であるか見極め、今後取るべき手段を検討することだと思うと語った。

この専門家は、アサドの改革のスピードは遅いと評価した。大統領が持つ権限を制限する憲法改正を議会と協議し、殺人犯を除く恩赦を発表することで、早い段階で反体制派を交渉のテーブルに引き込むべきだったと語り、恐らく特使は似たような提案をアサドに提示したのではないかと語った。

DAMASCUS, (SANA) – President Bashar al-Assad received on Monday a letter from Russian President Dmitry Medvedev on bilateral relations and Russia's vision regarding the situation in the region and the events in Syria.

The letter was relayed by Deputy Minister of Foreign Affairs of the Russian Federation Mikhail Bogdanov during a meeting with President al-Assad.

Talks during the meeting discussed the developments in Syria, with President al-Assad expressing great appreciation of Russia's balanced stance regarding these developments.

President al-Assad pointed out that each step taken by Syria in issuing laws that lay the basis for a new political stage was followed by an escalation of the regional and international campaign against Syria's Arab and regional role.

In turn, Bogdanov voiced his country's support of the reform process undertaken by Syria in the political and economic fields, adding that Russia hopes for lasting security and stability.

He also stressed the need for continuing coordination between the two countries on all levels.

The meeting was attended by Foreign and Expatriates Minister Walid al-Moallem, Presidential Political and Media Advisor Dr. Bouthaina Shaaban, Deputy Foreign and Expatriates Minister Dr. Fayssal Mikdad, Deputy Foreign and Expatriates Minister Abdelfattah Ammoura, and the Russian chargé d'affaires in Damascus.

In the same context, Minister al-Moallem held a meeting with Bogdanov and the accompanying delegation. The meeting was attended by Deputy Minister Ammoura and the Russian chargé d'affaires.

In a statement to the press after his meeting with President al-Assad, Bogdanov said that Russia considers Syria one of its most important friends in the area, stressing that the two countries are linked by decades-long productive cooperation, friendship and mutual sentiments, affirming that Syria's stance regarding Syria remains constant.

The Syrian opposition should not avoid a dialogue with authorities, the Russian president's representative, Deputy Foreign Minister Mikhail Bogdanov decared in Damascus.

He said that only a dialogue can guarantee the restoration of peace and accord in Syria and its progress on the way of democratic reforms.

During his meeting with President Bashar al-Assad, Bogdanov stressed the necessity of urgently putting an end to violence and immediately implementing all declared reforms.

He passed Russian President Dmitry Medvedev's message to Bashar al-Assad.

Anti-government protests in Syria began in March. Over 2,000 people were killed when the protests were suppressed.

Russian Deputy Foreign Minister Mikhail Bogdanov travelled to Damascus on Monday for talks with Syrian President Bashar al-Assad, the Kremlin said.

Bogdanov called for an immediate ceasefire by both the Syrian government and the opposition and urged Assad to implement his promised reforms without delay.

The Russian envoy also urged opposition leaders to begin dialogue with the authorities in order to restore peace and move towards democratic reforms, the Kremlin's statement said.

President Dmitry Medvedev ordered Bogdanov to travel to Syria to engage more actively with international efforts to resolve the political crisis that has hit the Arab country since mid-March.

"I think he was sent to study the real situation in Syria, find out how strong the Assad regime is and what further steps it is going to take," said Vladimir Isayev from the Russian Academy of Sciences' Institute for Oriental Studies.

He added that Assad has been "late" to adopt measures that could ease tensions in the country.

The Syrian president, he said, "should have acted ahead of the curve," by discussing constitutional changes with parliament to reduce the president's unlimited powers, declaring an amnesty, except for those guilty of murder, and bringing the opposition to the negotiating table.

Bogdanov was probably ordered to present similar proposals to Assad, the expert added.

The Syrian opposition has refused to negotiate with Assad, who continues a violent crackdown on pro-democracy protesters despite growing international condemnation. The Syrian government says they are fighting "armed gangs coordinated from abroad."

The unrest in Syria has already claimed more than 2,200 lives, according to UN estimates.

Syrian opposition leaders announced last week the creation of the Transitional National Council to coordinate efforts to topple Assad. Earlier on Monday, they announced that Syrian-French Sorbonne University professor Burhan Ghalioun had been appointed the council's head.
