米国がロシアに対シリア武器禁輸を呼びかけ

クリントン国務長官の発言。

(1つ目)ロシアの報道。
「我々は、ロシアがアサド体制への武器売却を止めるのを見たい」。

(アサド体制が正当性を失ったとの米国政府の立場は明確だが、)「我々がそれを言っても誰も付いてこないので、他国がそのように発言するよう(国際世論を)持っていくことが重要だと考える」。

「アサドに圧力をかけるために我々が本当に必要としていることは、石油・ガス産業に制裁を加えることで、そのためには、その分野でシリアに大きな投資をしている欧州、中国、インドが制裁を支持すべきである」。

(2つ目)イランの報道。
「我々は、ヨーロッパがその(石油・ガス制裁を強化する)方向で、もっと手段を講じるのを見たい」

「そして我々は中国が我々と共に手段を講じるのを見たい。我々はインドも(同様にするのを)見たい。なぜならば、インドと中国は、シリア国内に大きなエネルギー投資をしているからだ。我々は、ロシアがアサド体制への武器輸出を停止するのを見たい」。

「我々は制裁をしていく。我々は制裁のレベルを上げてきた。今後も続けていく。しかし、我々は、他国が続いて欲しい。なぜならばシリアは我々の重要な経済パートナーではないから」。

・・・取りあえず今日の段階では要望であって、何かが実行されたわけではないが、外交はこれが恐いんですね。シリアがバランスを取りそうになると、畳みかけてくる。強い国と弱い国が綱引きをすると、最後は強い国が勝つ。

シリア産原油を買っている欧州企業は、実際に輸入を他国に切り替えるとなると簡単ではないので、基本線としては企業活動に迷惑をかけないで欲しいと感じているはずだが、最後はどうするだろうか。

インドは、シリアとの二国間協議を終えた直後にブラジル、南アと一緒に、慌ててシリアに外交団を派遣したところを見ると、既に米国に引きずられているのでしょう。ロシアと中国がどのように反応するか。

別記事によると、ブラジルは現在、対シリア制裁に反対という立場で、独自にシリアに働きかけているという。具体的に何を働きかけているのかは不明。

シリアに残っている人は、昨日も今日も周囲が楽しそうにしているからといって、安心しては駄目です。

あっそれから、クリントンが「我々が言っても他国が付いてこないから」と影響力の限界を認めている点が笑える。



U.S. calls on Russia to freeze arms sales to Syria

WASHINGTON, August 12 (RIA Novosti)

U.S. Secretary of State Hillary Clinton has called on Russia to stop selling weapons to Syria, where a crackdown on pro-democracy demonstrators by the regime of President Bashar al-Assad has claimed some 2,000 lives.

"We want to see Russia cease selling arms to the Assad regime," Clinton said in an interview with CBS news on Thursday.

Russia joined in early August the growing international condemnation of the violence in Syria after security forces intensified their crackdown on protesters with the beginning of the holy Islamic month of Ramadan. President Dmitry Medvedev said Russia may make "some kind of decisions" against the Syrian government if al-Assad does not restore peace in the country and conduct reforms.

World powers, including Arab states, voiced their concern about the situation in Syria earlier this month after more than 300 people were killed by pro-government troops, mainly in the cities of Hama and Deir al-Zor, in just a week.

When asked if the United States intended to urge Assad to step down, Clinton said: "Well, I think we've been very clear in what we have said about his loss of legitimacy... We are, I think, building the chorus of international condemnation. And, rather than, you know, us saying it and nobody else following, we think it's important to lead and have others follow as well."

U.S. media have reported that Washington is planning to call on Assad to step down in the next few days, rather then just condemn his crackdown on protesters.

"What we really need to do to put the pressure on Assad is to sanction the oil and gas industry," Clinton said, adding that Europe, as well as China and India - who have made large investments in Syria's energy sphere - should support the sanctions.

At a meeting with a delegation of diplomats from Brazil, India and South Africa on Wednesday, Assad admitted that his security forces had made "some mistakes" in quelling nationwide protests over the last five months. He also promised to go along with reforms and continue dialogue with the opposition.

US Secretary of State Hillary Clinton has called on countries with close economic ties with Syria to join the US-backed sanctions against the country.

The top US diplomat urged China and India to pull out of Syria's energy sector in response to what she called the Damascus crackdown on protesters. She also called on Russia to stop selling arms to Syria.

"What we really need to do to put the pressure on Assad is to sanction the oil and gas industry. And we want to see Europe take more steps in that direction," Clinton said in an interview with CBS News on Thursday.

"And we want China to take steps with us. We want to see India, because India and China have large energy investments inside of Syria. We want to see Russia cease selling arms to the Assad regime," she said.

"We're going to sanction and we have been upping the sanctions. We're going to continue to do so. But we want others to follow, because Syria was not one of our major economic partners," she added.

Clinton's calls for tougher international sanctions against Syria came shortly after Washington added to its existing sanctions on Damascus by including Syria's main commercial bank and mobile phone company to its blacklist, and warned that more restrictive measures could follow.

Washington imposed sanctions on Assad and six senior Syrian officials in May over alleged violations of human rights during protests in the country.

Since the beginning of unrest in Syria, Clinton has held a number of meetings with US-based Syrian opposition leaders in Washington and has pledged full support for the opposition.

Some reports suggest that Washington has been financing Syrian opposition groups since 2006.

According to The Washington Post, secret diplomatic cables released by WikiLeaks say, the US State Department has funded anti-government activities in Syria with as much as six million dollars.

Syria has been experiencing unrest since mid-March, with demonstrations held both against and in support of President Bashar al-Assad's government.

Hundreds of people have been killed when some protest rallies turned into armed clashes between alleged protesters and state security forces as well as organized attacks by armed gangs against Syrian police.

While the opposition accuses security forces of being behind the killings, the government blames outlaws, saboteurs and armed terrorist groups for the deadly violence, stressing that the unrest is being orchestrated from abroad.
