Italian fashion label BENETTON announced the termination of its licence agreement with Syrian retailer Samha Group, which has been producing Benetton and operating mono-brand stores of the Italian brand in Syria, Egypt and Jordan for more than 15 years. Samha is also the franchisee of Inditex Group (Zara, Bershka etc) and Hugo Boss. The political turmoil of the past 5 months has been taking a toll on all sectors of the Syrian economy with dramatic effects.

The 15 year licensing agreement between fashion retailer the Benetton Group and Syria's Samha Group has come to an end and will not be renewed.

Benetton says it manufacturing hubs are now consolidated in well-defined geographical areas which, due to logistical requirements, are centered on direct production and do not include the Middle East.

It will, however, continue to invest in Syria and distribute its apparel products through United Colors of Benetton stores.

Luciano Benetton, chairman of the Benetton Group, said he did not rule out the possibility of the two firms working together in the future.

AMMAN - Jordan is expected to start talks with the Gulf Cooperation Council (GCC) over its bid to join the organisation during the first half of Ramadan (August), the government said on Tuesday.

Interviewed by The Jordan Times yesterday, Minister of Foreign Affairs Nasser Judeh said that when the council welcomed Jordan's bid to join the GCC in May, it announced they would invite Jordan's foreign minister for further discussion on the sidelines of the meeting of GCC foreign ministers that will take place at the council's headquarters in Riyadh.

Judeh said: "Because this is a new thing as far as they are concerned, GCC members are in the process of doing their homework in terms of legislation and other issues and hopefully we will start our discussions in the first half of Ramadan where I will sit with six of my GCC colleagues and the secretary general and we will discuss the details of our bid towards full membership of the GCC."

"We realise that Jordan is not a Gulf country, but there are many commonalities between us and the GCC: common interests, the shared view of the challenges that we all face, the cooperation that is ongoing and historically has been so. All of these compel us all to find a way where we can all be under the same umbrella," he added.

The relationship will be mutually beneficial, Judeh said, noting that the Kingdom "has added value to put on the table and the Gulf has added value to offer".

Judeh's talks with GCC peers, he said, will cover economic cooperation, Jordanian workforce in the Gulf, freedom of movement and visas, among others.

"We already have a huge workforce in the Gulf countries estimated at around 500,000," the minister noted.

AMMAN - His Majesty King Abdullah's visit to Saudi Arabia was successful as the Saudis expressed their understanding of the economic challenges facing Jordan and pledged support for the Kingdom in the face of these challenges, Minister of Foreign Affairs Nasser Judeh said on Tuesday.

In an interview with The Jordan Times, Judeh said the primary goal of the visit was to congratulate the Saudi monarch on his safe return and recovery and to express appreciation to the Gulf kingdom for its generous support of $400 million to Jordan, nearly a month ago.

"We certainly discussed very frankly… the situation here in Jordan. The statement that came out by the Saudi royal court after the visit clearly stated the Saudi support to the Kingdom," the minister said.

He stressed that the Saudi-Jordanian relations are historic and extremely close, adding that the Monarch personally thanked the Saudi king for his support of Jordan's bid to joining the Gulf Cooperation Council, which was also referred to in the Saudi royal court's statement.

Judeh added that the Saudis are seriously looking into ways and means to support Jordan, considering the economic challenges facing the country, particularly the rise of international prices of oil over the past months.

He explained that each $1 increase in the international price of oil translates into a $25 million additional burden on Jordan every year.

"We also discussed the negative impact of the interruption of the Egyptian gas supply to Jordan. That is a cost of $5 million a day on Jordan, and in the first six months of this year, we had an 80-day interruption of the gas supply, not to mention the reduction of the quantities last year. So, altogether it's been quite a negative impact on the economy."

"We also explained the need for electricity generating companies to have a reserve of oil in order to maintain the supply of energy and the generation of electricity," Judeh told The Jordan Times.

Relations with the Palestinians

The minister reiterated that there are no differences in views between Jordan and the Palestinian Authority with regards to statehood bid, adding that the two sides agree that the ultimate way to achieve statehood is through direct negotiations.

He noted that negotiations are the only way to tackle final status issues that include refugees, Jerusalem, borders, security and water, which all have to do with Jordan's national interests.

"We are not just supporters of this, we are stakeholders and, therefore, we are - as we have always been - coordinating with the Palestinian Authority in order to ensure they get their independent, viable and contiguous state with East Jerusalem as its capital… We are in complete agreement on this," he said.

Citing the last meeting of the Arab Peace Initiative Follow-up Committee in Doha, Judeh said the statement issued by the committee was very clear in welcoming the parameters set by US President Barack Obama on May 19, rejecting the Israeli government's negative reaction and opposition to these parameters.

The statement stressed that if Israel does not accept these parameters, the Palestinians will have very limited choices left, which include going to the UN to seek membership and recognition of their statehood.

"That was a unanimous decision and Jordan is part of the Arab consensus. If this is the way the Arabs - including the Palestinians - wish to take, then we will support and join the consensus efforts," the minister said.

"We have always called for an independent Palestinian state in accordance with international legitimacy, but let us not forget that the most effective way to get to this is through negotiations and that's [why] we are looking towards the Quartet meeting on July 11 with much anticipation, hoping that there will be a very clear statement that comprises not only the parameters that were set by Obama but hopefully a modality through which we can negotiate. That remains our ultimate priority: getting negotiations back on track."

He highlighted that the Hashemite custodianship of the holy sites in Jerusalem, both Christian and Islamic, is beyond dispute and that this role is currently upheld by His Majesty King Abdullah personally, adding that this issue is clearly stated in the peace treaty signed between Jordan and Israel and was addressed before that in the Washington declaration in 1994.

With regards to the formula of the draft decision that will be presented to the UN, Judeh said there will be discussions with the Palestinians at the technical level as well as with other Arab states.

"After the peace initiative committee meeting in Doha, a subcommittee was set up, in which Jordan is a member, tasked with studying the most effective way to approach the UN... There was a discussion among the Palestinians on whether to go to the Security Council, in accordance with the UN Charter, Chapter 4, Article 12, and seek membership, or go directly to the General Assembly and seek recognition of a Palestinians state," he explained.

He stressed that unless there is a breakthrough and not only a means of bypassing September, the Palestinians, supported by the Arabs, will not be detterred from going to the UN in a bid to seek statehood.

Judeh noted that such a breakthrough includes a mechanism with a preset timeline that leads to addressing the final status issues and leads to the ultimate goal of an independent, viable state in accordance with the international legitimacy.

Bab Al Magharbeh Bridge

On a recent UNESCO decision concerning the Old City of Jerusalem and Bab Al Magharbeh, Judeh said Israel wanted to reconstruct the site with a unilateral design that does not correspond with the heritage of the site and the special nature of the prevailing architecture.

"Right now the temporary bridge is about to collapse, so we agreed with the Israelis that they can replace this specific part so long that it is part of the overall package that includes building a permanent bridge in coordination with Jordan and in accordance with the peace treaty which states the Hashemite role in Jerusalem," he noted.

Judeh elaborated that on March 15, Jordanian and Israeli technical teams signed a memorandum of understanding (MoU) on this matter.

However, two months after the memo was signed, Israel unilaterally submitted a design to reconstruct the bridge to UNESCO, he said, adding that the Kingdom fought internationally against this Israeli plan and submitted a Jordanian design.

The minister added that the technical teams revisited that agreement and signed another MoU on June 21, referring to the March 15 memo and also saying that Jordan does not object to the construction of a temporary bridge so long as it complies with the overall design package.

"Israel is demanding Jordan to withdraw the resolution, but Jordan is insisting that unless Israel withdraws its unilateral design, which they submitted to UNESCO, the Arab resolution, to which Jordan contributed effectively and was adopted few days ago by UNESCO, will not be withdrawn," he stressed.

Bab Al Magharbeh Bridge is located at the western side of Al Aqsa Mosque's wall, while the gate and the road make an integral part of the mosque, and have been used by Muslims to reach Al Aqsa for prayers for centuries.

BEIRUT: Syrian forces may have committed crimes against humanity when they crushed protests in the town of Tal Kelakh in May, Amnesty International said Wednesday.

Urging the United Nations to refer Syria to the International Criminal Court, the human rights group said nine people died in custody after being captured during the operation in the town, close to the Lebanese border.

"Amnesty International considers that crimes committed in Tal Kalakh amount to crimes against humanity as they appear to be part of a widespread, as well as systematic, attack against the civilian population," it said.

In what it described as a "devastating security operation," scores of men were arbitrarily arrested and tortured, including people already wounded, in response to largely peaceful demonstrations against President Bashar al-Assad, it said.

The military operation in Tal Kelakh, completed in a few days in mid-May, sent thousands of people fleeing for shelter into Lebanon, Amnesty said in a report compiled from witness testimony gathered in Lebanon and from phone calls into Syria.

"The accounts we have heard from witnesses to events in Tal Kelakh paint a deeply disturbing picture of systematic, targeted abuses to crush dissent," said Philip Luther, Amnesty International's Middle East and North Africa Deputy Director.

"Most of the crimes described in this report would fall within the jurisdiction of the International Criminal Court. But the U.N. Security Council must first refer the situation in Syria to the Court's Prosecutor."

Tal Kelakh was one of several towns and cities across the country where Assad sent troops and security forces to crush protests against his rule which have now lasted 14 weeks.

Syrian activists say security forces have killed more than 1,300 civilians during the unrest. Authorities say 500 soldiers and police have been killed by armed gangs who they also blame for most of the civilian deaths.

Most independent media have been barred from Syria, making it hard to verify accounts from activists and authorities.

Amnesty said the protests which triggered the crackdown in Tal Kelakh were peaceful apart from one incident on April 27 when the arrest of a local cleric sparked violent clashes in which two members of the security forces were killed.

When operations against Tal Kelakh began on May 14, at least one person was killed on the first day, Amnesty said. "Even the ambulance carrying his body came under fire. As many tried to leave, Syrian forces fired on fleeing families," it said.

Scores of men were rounded up, and most of them were tortured. Some detainees told Amnesty that they were beaten and held in the "shabah" (ghost) position, tied by the wrists to a bar high enough off the ground to force them to stand on the tip of their toes for long periods.

"They tied me up in the shabah position and applied electricity to my body and testicles," Amnesty quoted one 20-year-old man describing his daily treatment during five days of detention in the provincial capital Homs.

Eight of the men Amnesty recorded as dying in detention were shot and wounded as they were ordered out of a house, and were then taken away by soldiers. When relatives were told to identify their bodies they had marks suggesting torture.

DAMASCUS, (SANA)- The Cabinet on Tuesday approved a draft law on exempting the businessmen subscribed at the General Organization for Social Insurance from all interests, additional amounts and fines owing to delay in paying all sums due if they pay them by the 31st of December, 2011.

The draft law comes in the framework of the government's support to the industrial, trade, service and other sectors in terms of lessening burdens on those working in them.

In translation of the government's directives in support of national industry, the Cabinet approved the Finance Ministry's memorandum including its proposal on a mechanism for modifying customs duties on industrial raw materials.

Two draft laws on establishing two funds for social development objectives in the province of Deir Ezzor were also approved.

The Cabinet approved a draft law ratifying an agreement on economic and trade cooperation between Syria and South Africa.

Minister of Transport reviewed the measures and steps which have been taken by the Ministry and the Syrian Arab Airlines with the Russian side regarding the purchase and rental of Russian-made passenger airplanes.

The Cabinet assigned the ministers with reading the initial draft of the new media law to put forth their notes and proposals so as to get to finalizing the law in the next Cabinet session.

In a statement to journalists, Minister of Awqaf (Religious Endowments) Mohammad Abdul-Sattar al-Sayyed said that the next stage will concentrate on developing religious discourse as a need, in addition to enhancing endowment management and investment.

The Minister stressed the importance of launching the religious satellite channel "Nour al-Sham" before Ramdan month as a channel for real Islam through its religious programs and symposiums targeting issues related to the family, women and health.

He said that calls for killing and blood spilling prevent reform and threaten the security of the nation, indicating to the important role of preachers in this critical time to educate and guide others.

For his part, Minister of Social Affairs and Labor Radwan al-Habib said the draft law on exempting the businessmen in the private sector from all fines came in line with the government's efforts to support the private sector.

The Minister pointed out that businessmen subscriptions for the General Organization for Social Insurance amount to SYP 4.5 billion with fines amounting to SYP 1.62 billion, noting that the draft law will motivate the private sector to play its role in supporting national economy.

For his part, Minister of Finance Mohammad al-Jleilati said that amending customs duties on industrial raw materials is part of the government's plan for economic reform, protecting national industry and reducing product prices, adding that some of the customs duties will be reduced to zero percent.

He also noted that the Ministry intends to reconsider the consumption spending fees in order to lower products prices.

The Syrian government must resist the uprising – and has the people's backing in quelling forces seeking "destabilisation and Islamisation" – according to one of the country's most respected Catholic bishops.

In a strongly worded defence of President Bashar al-Assad's response to the protests and instability, Bishop Antoine Audo accused the media including the BBC and Al Jazeera of "unobjective" reporting, unfairly criticising the Syrian regime.

The Jesuit, who is the Chaldean Catholic Bishop of Aleppo, went on to warn that if Assad's government was overthrown, it would cause widespread instability, a breakdown of basic services such as electricity, increased poverty and a drive towards Islamisation.

Speaking from Aleppo in an interview with Aid to the Church in Need, Bishop Audo said: "The fanatics speak about freedom and democracy for Syria but this is not their goal. They want to divide the Arab countries, control them, seize petrol and sell arms. They seek destabilisation and Islamisation."

"Syria must resist – will resist. 80 percent of the people are behind the government, as are all the Christians."

Bishop Audo warned that if President Assad was ousted, Syria would suffer the problems of Iraq post Saddam Hussein with a widespread breakdown of law and order.

"We do not want to become like Iraq. We don't want insecurity and Islamisation and have the threat of Islamists coming to power. Syria has a secular orientation. There is freedom. We have a lot of positive things in our country."

The bishop was speaking after reports on Monday of a third refugee camp being set up on the border between Turkey and Syria amid no sign of an end to the violence and instability dating back to the end of January.

The Syrian government has been strongly criticised for a hard-line military response to the uprising amid reports that the security forces have killed hundreds of protestors and injured many more.

United Nations Secretary-General Ban Ki-moon has condemned Syria's armed retaliation against protestors as "unacceptable".

But the bishop stressed the scale of violence against Assad's regime, saying how more than 100 police were killed within a few days and added that the government had a right to defend itself.

He said: "In some media organisations, such as the BBC and Al Jazeera, there is an orchestration to deform the face of Syria to say the government does not respect human rights and so on. The government respects people who respect law and order. Syria has a lot of enemies and the government has to defend itself and the country."

"There is a war of information against Syria. The media reporting is unobjective. We have to defend the truth as Syrians and as Chaldeans."

Stressing how the violence was centred on the country's borders, especially in the north overlooking Turkey, he said that for most people in the Aleppo area, there was relative calm.

But he did warn of increasing poverty, transport and other communications problems and described growing unemployment.

He said: "Generally, life in Aleppo is very normal. Everything is continuing but there is less work and transportation is poor."

In a reference to the country's 1.5 million Christians, he said: "Our situation as Christian faithful is not really any different from other communities. We want peace and security.

"We do not want war and violence and we very much hope that in the next few weeks the situation will be better."

Aid to the Church in Need has worked with Bishop Audo to provide long-standing emergency aid for thousands of Christian refugees arriving in Syria from Iraq.
