BEIRUT: Maronite Patriarch Beshara Rai called Monday for an amendment of the Taif Accord in order to increase the president's powers in a bid to stabilize the country's political situation.

"The prime minister and his Cabinet along with the Parliament are the institutions running the country and there is no power in the hands of the president … we have to fill in the gaps of the Taif Accord," Rai said following his meeting with MP Nematallah Abi Nasr, head of the Christian Democratic Union.

"If a second Taif is necessary to amend these gaps, so be it," Rai said, adding that the current paralysis proves the need for the president to have greater political powers.

"We are in support of [all factions participating in political decision-making] but we are against it when the president does not have the ability to fill in these gaps," Rai said.

The Taif Accord, signed in 1989, brought to an end the 1975-1990 Lebanese Civil War and reformed Lebanon's political system by transferring executive powers from the president to the Cabinet.

Rai also criticized the Taif Accord, saying it had resulted in a sovereignty crisis by allowing external forces to run the country. First, Rai said, Syria had played the role of the president following the Taif Accord. Then in 2005, following the withdrawal of Syrian forces from Lebanon, American-French tutelage took over, he said, run by then U.S. ambassador Jeffrey Feltman and French ambassador Bernard Aimee.

He also added that following regional changes, Syria had returned, along with its partner Iran, to take control of the country, leading to the Doha Accord of 2008.

"It's true that the Doha Accord resulted in relative stability, but the government was no longer able to perform its duties … so it collapsed," Rai added.

The Doha Accord ended a two-year political deadlock that drove the country to the brink of civil war and paved the way for the election of President Michel Sleiman and the formation of a national unity Cabinet.

In January, Prime Minister Saad Hariri's national unity Cabinet collapsed following the resignation of its Hezbollah-led March 8 ministers. On Jan. 25, Prime Minister-designate Najib Mikati was appointed to form a new Cabinet. However disputes over the cabinet lineup remain.

The patriarch also said that events in Syria and Egypt have resulted in the absence of the usual influential players, delaying the formation of the new Cabinet.

"They [the Maronite community] have to demonstrate their ability to run Lebanon's affairs away from any foreign interference … This requires an agreement between Maronite leaderships to demand the return of their powers which had been stripped from the president [in the Taif Accord]," Rai added.
