Damascus, (SANA) – Animal production in Syria witnessed, over the past five years, a noticeable development concerning quantities, and a shift to using modern machines and methods in breeding and production.

According to a report issued by the Central Bureau of Statistics on Wednesday, the number of chicken domesticates in 2009 has increased by 8, 3% compared to 2008 and by 17, 2 compared with 2005. The number of henneries reached 12, 024 in 2009.

The number of birds increased in 2009 to reach 24, 4 million birds, compared to 23, 1 millions in 2008. Egg production amounted to 2, 67 billions and chicken meat to 168, 426 tons in 2009.

The number of beehives increased to 501 thousands in 2009, compared to 463, 000 in 2008. Rabbit's number reached 137 thousands and pigeons 1.7 millions in 2009 compared to 134 thousand rabbits and 1, 5 million pigeons in 2008.

Milk production reached 2, 4 million tons in 2009. Sea and river production exceeded 14, 4 thousand tons.

Damascus, (SANA) – The central road network in Syria reached 8,071 km in 2010 at a cost of SYP 2, 5 billion (1 USD is equivalent to SYP 46).

Director –General of the General Organization for Road Transport Yousef Hammoud told SANA that the road network expanded by 334 km in 2010.

He added that the financial investment spending at the Organization reached SYP 7,9 billion out of the allocated budget which is estimated at SYP 8,6 billion.

He indicated that investment spending on the projects of replacement and restoration hit SYP 2, 52 million, noting that the execution rate of investment spending on the transferred projects was 87%.

"SYP 11 billions were allocated to the Organization in the year 2011, of which 2, 855 billion to the replacement and restoration projects, 7 billion to the underway projects, 1 billion to the scheduled projects and 50, 2 million to new proposed projects," Hammoud added.

Tartous, Syrian Coast, (SANA) – Minister of Agriculture and Agrarian Reform Adel Safar on Tuesday said Syria has managed to secure 90% of its food needs due to the government's keenness on developing the agricultural sector.

Minister Safar called on the concerned bodies to increase the agricultural production, decrease loss and benefit form the available capabilities.

"The 11th 5-year plan has allocated SYP 3 billion (1 USD is equivalent to 46 SYP) to establishing dams in Tartous and Lattakia provinces", Safar said.

He pointed out to the possibility of shifting to the modern irrigation methods in all of Tartous 28,433 hectares in 3 years, of which 19,000 hectares are still using the old irrigation methods.

The United States was advised to adopt a policy of "covert sabotage" of Iran's clandestine nuclear facilities, including computer hacking and "unexplained explosions", by an influential German thinktank, a leaked US embassy cable reveals.

Volker Perthes, director of Germany's government-funded Institute for Security and International Affairs, told US officials in Berlin that undercover operations would be "more effective than a military strike" in curtailing Iran's nuclear ambitions.

A sophisticated computer worm, Stuxnet, infiltrated the Natanz nuclear facility last year, delaying Iran's programme by some months. The New York Times said this week that Stuxnet was a joint US-Israeli operation.

On Monday, Iran's top nuclear negotiator blamed the US for the cyber-attack. Saeed Jalili told NBC News an investigation had found the US was involved in the attack that apparently shut down a fifth of Iran's nuclear centrifuges in November. "I have witnessed some documents that show [US participation]," he said.

A diplomatic cable sent by the US ambassador to Germany, Philip Murphy, in January 2010, records that Perthes said a policy of "covert sabotage (unexplained explosions, accidents, computer hacking etc) would be more effective than a military strike, whose effects in the region could be devastating".

Perthes is a leading western expert on Iran. An earlier diplomatic cable, sent by Murphy on 14 December 2009 showed that his advice was heeded by politicians and officials - including Condoleezza Rice, the former US secretary of state.

"The majority of the guests at the table distinctly deferred to Perthes for guidance on where the Iran issue might be headed or should be headed," Murphy wrote. "This was striking amongst such a high ranking group of people operationally involved with the Iran issue."

In an interview with the Guardian, Perthes said the ambassador accurately reflected his view "that 'unexplained accidents' or 'computer failures' etc are certainly better than military strikes. And that military strikes – a military escalation with Iran – must be avoided.

"Compared to military action, such acts have the advantage that the leadership of a country that is affected wouldn't need to respond – everybody can agree that there was a technical failure, no one needs to shoot or bomb. And at the same time, everybody has understood the message – about what developments are unacceptable to the other side.

"My sense at the beginning of 2010 was – without having any specific knowledge – that some countries were indeed preparing to slow down the Iranian nuclear programme by acts of sabotage, or computer hacking."

US and Israeli officials refused to comment on their reported involvement with Stuxnet yesterday. However, the leaked cables show that more covert methods of infiltrating Iran's nuclear programme – including powerful cyber attacks – was a proposal gaining traction inside US diplomatic circles last year.

President George Bush approved $300m (£189m) on joint covert projects aimed at Iran, understood to have included Stuxnet, before leaving office in 2009.

The chances of a military strike against Iran are now understood to be receding, in part because of the success of the Stuxnet cyberattack, but also due to the assassination last year of two Iranian nuclear scientists, which was attributed to Israel.

Stuxnet wiped out roughly a fifth of the centrifuges used to enrich uranium at Iran's Natanz base around August last year. Security experts told the Guardian at the time that Stuxnet was "the most refined piece of malware ever discovered", raising suspicion that it was a well-funded and potentially state-sponsored operation. According to the New York Times, the Stuxnet worm was tested at a secret Israeli bunker at Dimano, near the Negev desert.

IMPORTANCE OF UNSCR; CONCERN ABOUT CHINA ----------------------------------------

2. (C) Gottwald summarized the German position on Iran Sanctions emphasizing the importance of getting a new UNSCR passed sooner rather than later during a January 6 meeting. He noted it would be difficult, but important, to keep Russia and China on board. He said no one is enthusiastic about sanctions, but all agree that Iranian refusals to reach an agreement must carry a price. He quoted Chancellor Merkel's speech to Congress in November and said Germany had "zero tolerance" for a nuclear armed Iran and was ready to support sanctions. He expressed greater concern over the Chinese commitment to sanctions than Russian. Putting the current Iran discussion into a broader context Gottwald worried that Iran could become a spoiler in the upcoming NPT RevCon.

GOAL OF SANCTIONS: HIT LEADERS NOT PEOPLE -----------------------------------------

(C) When asked by Kessler what Germany would like to see in a UNSCR or EU measures on Iran, Gottwald and MFA Deputy A/S equivalent for Trade and Export Control Lingemann remained vague in their answers. Gottwald said the EU could be counted on to take its guidance from the next UNSCR on Iran and enact measures to enforce and strengthen the UNSCR. In particular he expected the EU to take action to target specific leaders with visa bans and perhaps other measures. Gottwald said Germany would like to see measures have a direct effect on Iranian leaders, and to minimize the effect on the population. Gottwald called petrol sanctions a "mixed blessing" noting that they give the government an excuse to cut subsidies which puts the burden onto the general population and money back in government budgets. Lingemann said denying access to certain exploration/extraction technology could be an effective tactic since it would more directly impact the government's pocketbook and ability to "buy friends" abroad. He stressed that we need measures that do not generate a commiseration effect from other countries. Lingemann noted that while a broad UNSCR was preferable, there were still some technological areas (such as CNG/LNG related technologies) in which U.S. and EU companies have a monopoly on the market and where Russian and Chinese companies can't compete should EU wide measures be needed. He also said that targeted measures that impact Iran's refining capabilities can be effective as they have an immediate impact on the government's income.

4. (C) Iran Task Force Director Krueger, in a separate meeting, specifically mentioned transportation (Iran Air and shipping), banking, and LNG/CNG sectors as areas on which Germany was looking to focus UNSC or EU action. He said Germany was also interested in targeting the IRGC but was still wrestling with how to best do so. He noted that the U.S. had based its justification on the IRGC's terrorist associations with Hezballah, but since Hezballah is not recognized as a terrorist organization in Europe that wouldn't work. He said his colleagues were looking at possible action against the IRGC for violations of Human Rights and thought that might be more workable in the European context, but they were open to suggestions.

EXPLORING WHAT TO DO ON HUMAN RIGHTS FRONT ------------------------------------------

5. (C) NEA Iran/Magreb DAS equivalent Ralph Tarraf noted that Germany was looking at whether and how to bring the Iranian Human Rights violations before the UN offices in Geneva. He said it was important to make clear to the Iranian government that we are concerned about their human rights violations and that the concern is not purely a "Western" phenomena but rather a global one. He said February 15 is a key date as that is when the Iran country review process will take place in Geneva. He added that Germany is discussing listing the IRGC both under the non-proliferation regime and now also for its human rights violations. He noted that it was important to keep the two separate sanctions tracks separate and not to confuse the proliferation and human rights issues.

CAN ENGAGEMENT WORK? IS THERE A ROLE FOR TURKEY? --------------------------------------------- ---

(C) On the issue of whether continued engagement with the Iranian government undermines the opposition, Gottwald stressed that it is important that engagement not be construed to "favor" Ahmadinejad, but rather we should continue, as we have, on a purely "logical" basis. He said he was concerned that the current Iranian government may be incapable of coming to any conclusions, but that doesn't mean we should let up on our pressure. Tarraf said we face the "worst situation possible" with a weak regime that is not yet close to regime change. He suggested we focus on new forms of access to the regime which would allow for discrete talks to continue at a high-level. Gottwald added that he thought it was important to look for other mechanisms such as the TRR proposal which can serve as disincentives to continue down the nuclearization path.

7. (C) Tarraf said he saw increased Saudi/Iranian rivalry in the Gulf region and suggested the West avoid putting all its "eggs in one basket" behind the Saudis. He suggested looking for other allies in the region who can be constructive such as Turkey. He admitted that Turkey had abstained in the IAEA and expressed reluctance on sanctions, but these positions also afforded them greater leverage with the Iranians. He suggested we consider taking Turkish initiatives seriously without publicly endorsing them. He agreed that to date Turkish promises - on Syria/Israel and Iran- have not yielded any results, but he advocated giving Turkey a quiet nod of approval to see if they can deliver.

ARMS BAN, SABOTAGE, FOCUS ON SUPREME LEADER -------------------------------------------

8. (C) XXXXXXXXXXXX argued that the only effective sanctions which could positively impact the regime's security calculations on the nuclear dossier would be a ban on sales of conventional arms. Only such a move could shift the security calculation for the regime from the longer term goal of achieving nuclear capability to the shorter term goal of maintaining a conventional capability. He warned that ineffective sanctions could be worse than no sanctions, especially if they send more money to the IRGC's pockets (through increasing necessity of procurement on the black market which is dominated by the IRGC.) In the interim XXXXXXXXXXXX recommended that a policy of covert sabotage (unexplained explosions, accidents, computer hacking etc) would be more effective than a military strike whose effects in the region could be devastating.

9. (C) XXXXXXXXXXXX offered some insights into the inner workings of the regime and postured that the TRR deal had failed because the Supreme Leader (SL) hadn't committed himself to the deal 100 percent. He said any deal would have to have the full blessing of the SL and said that once negotiations in the SL's office (or with his closest confidants) began, success would be guaranteed since the SL - by definition- never fails. He noted that the SL has his representatives at every level of government, but some have greater access to him than others. The three with greatest access, according to XXXXXXXXXXXX, at the moment are his son Mojtaba, Ayatollah Golpaygani and Hejazi.

Syrian firm resumes operations in Maan

QASTAL - Work on the Disi Water Conveyance Project resumed in Maan Governorate on Saturday after being halted for more than 12 days due to riots, Basel Helou from the HESCO Engineering and Construction firm said on Tuesday.

Work was halted earlier this month following riots which erupted after a brawl in Shidiyeh between two local contractors because one wanted to lease his machinery to the project and force the other one out, according to Helou.

The brawl resulted in the death of two workers and the injury of two others, which led to two days of rioting in the town of Maan, 220km south of Amman.

Helou voiced hope that work will proceed as normal, noting that HESCO, which is implementing a part of the project, received pledges from the authorities to maintain security.

"There are still fears that vengeance-related issues may arise," he said, adding that "security forces remain deployed in the city 24 hours a day to ensure stability".

The company incurred more than $3 million in losses due to the work stoppage, in addition to the costs of damaged and stolen machinery, according to George Kassis, the company's administrative manager.

The Syrian company, contracted to install 160km of water pipes between Hassa and Mudawara, has around 600 to 700 workers, two-thirds of them Jordanians, Helou said.

During the unrest, mobs carried out arson attacks on government offices, private and public properties, shops and vehicles, and burned tyres to express their anger over the deaths of the two residents of the town.

Rioters also set police vehicles ablaze and shot at the Maan police station.

Material losses due to the acts of vandalism and arson targeting the municipality court building were estimated at JD100,000.

NAGOYA, JAPAN - The local government in Japan's fourth-largest city has some land it wants to sell. The buyer is China. And disdain for that buyer has prompted Kenichi Sugita, a 56-year-old prep school teacher, to stand in front of windy train stations, distributing petitions and encouraging citizens to thwart the latest Chinese incursion.

Sino-Japanese relations had turned sour in September when a Chinese fishing boat collided near disputed territory with two Japanese patrol vessels, prompting a vicious diplomatic argument. But experts now say that the government-level acrimony of September has spilled downward, leading to widespread public mistrust on both sides - particularly in Japan, where opinion toward China has hit its lowest point in decades, according to polls.

"This has lasting consequences," said Shi Yinhong, a professor at Beijing's School of International Studies. "For the future of China-Japan relations, there are special difficulties, because any measures to improve ties will encounter the hardware of public opinion. For those who want to improve relations, I think everybody has a pessimistic view."

Unmistakable shifts

The rift between China and Japan has already caused deep changes, with Tokyo drawing closer to Washington and revising its military strategy to deal with the "concern" of Beijing's increasingly modernized, emboldened military.

But an enduring shift in public opinion had been harder to measure - at least until Sugita, the teacher in Nagoya, started collecting signatures and delivering them, folder by folder, to the local finance bureau, protesting the sale of the land, which China hopes to use to build a new consulate. (Currently, its consulate is on rented land.) His efforts have prompted the government to put the sale on hold, the latest strain between two countries whose relationship has broad implications for East Asia's security outlook.

Although the finance bureau hasn't rejected the sale, it has no timetable for moving forward on the sale of the land, which stretches seven acres and is across the street from a castle built four centuries ago.

"It doesn't feel like the complaints have died down," said Osamu Hayashi of the finance bureau's asset-management department. "We do hear the complaints. They are still actively protesting."

Some analysts attribute the latest wave of anti-China sentiment in Japan to despair over the country's direction, with two decades of economic stagnation and revolving-door leadership unable to offer much help. In August, China overtook Japan as the world's second-largest economy. Once viewed as the model for Asia, Japan now finds itself in a state of torpor, watching China boom and roar.

"In China, people are making money, they're finding jobs. They have fewer reasons to worry," said Phil Deans, a Sino-Japanese expert at Temple University's campus in Tokyo. "But on the Japanese side, the anti-Chinese sentiment has spread from just the typical crazies to the disaffected youth. Graduates are not finding jobs, the country isn't growing, and in a period like that, you kind of want something to complain about."

Sugita considers himself a nationalist but not a right-winger. He gets excited about pro-Japanese issues. He knows his country's land, its history. He wears a pin that appeals for the rescue of Japanese abductees in North Korea. Every month, he drives 40 minutes to a temple that honors fallen Japanese soldiers because he believes it's proper to pay respects. Several years ago, he grew so curious about a disputed set of uninhabited, windswept islands - claimed by both Japan and China - that he tried to charter a tour to visit them. He was stopped en route by the Japan Coast Guard.

"No, I'm not a right-winger," Sugita said. "I just love Japan."

Sugita has now become the central character in the grass-roots effort to prevent a sale from the Tokai Local Finance Bureau to the Chinese Consulate General. The government had posted a notice of the sale in April, and it expected a quick transaction. China soon submitted a bid, explaining its financial plans and intended construction. Local government officials thought they would be able to all but finalize the sale by September, but on Sept. 7, near the exact islands Sugita tried to visit, a Chinese fishing boat rammed the patrol vessels, even as Japanese crewmen yelled, "Stop!" and, later, "It's coming at us!"

In the weeks after the incident, nationalism flared on both sides. Japanese lobbed smoke bombs toward the Chinese embassies in Nagasaki and Fukuoka. A bus carrying tourists in Fukuoka was blocked by Japanese right-wingers, who screamed at the passengers and banged on the windows, prompting China to issue a travel warning. The finance bureau in Nagoya, too, received its first batch of angry phone calls and letters, asking the government to reconsider the consulate deal.

Sugita, however, heard of the possible land sale only in October, thanks to a comment posted on his personal blog. His next step: He drafted a statement of complaint, his address at the top, 10 lines for signatures below. He thought maybe he could gather 5,000 signatures - provided he spent enough time outside Nagoya's busiest train stations, lobbying passers-by.

At home, Sugita printed 10 sheets, then 50, then 500, and every time he went back to the train station, he found residents willing to sign their names. Every time he had a thick stack of signatures, he delivered them to the finance bureau. By Dec. 8, the bureau had received 10,000 signatures. On Jan. 11, Sugita dropped off 10,000 more signatures - 1,000 sheets of paper, stretching the bag he carried them in.

"They were in shock," Sugita said. "I told them, 'Unless you call off the sale, you're going to get more.' "

For now, the land remains uninhabited. Nine low-slung dormitories on the property now gather cobwebs.

"The sale has not been frozen," Hayashi said. "But it has been six months since we closed the sale announcement, so we do feel the need to make a decision. We don't have a particular date for that."

Six people have been arrested in the southern province of Adana as part of an operation against the illegal fundamentalist Turkish Hizbullah organization, Anatolia news agency reported Wednesday.

Interior Minister Beşir Atalay said the authorities are working to arrest the missing Hizbullah leaders who were released from jail at the beginning of this month due to a law limiting the arrest period for unconvicted people. Atalay said there was no information saying that those people had fled the country. Twelve alleged Hizbullah members, including the organization's leaders, went missing after they were released from jail Jan. 4. Those people were released on the condition that they would sign in at a police station regularly to prove they had not run away, but soon after their release they stopped reporting to the police.

The six arrests include Hizbullah's alleged Adana province chief. The police took action against the organization in Adana, Mersin and İzmir after a 15-month investigation. Eighteen detainees were sent to court on Tuesday after the operation. Prosecutors released three of them with no charges and sent 15 to court requesting their arrest. The court arrested six and released the rest pending the trial.

Meanwhile 11 people detained on Saturday by police in the southern province of Gaziantep under an operation against the same organization were released, Anatolia reported on Tuesday. Prosecutors released the detainees with no charges.

Hizbullah, unrelated to the Lebanese Hezbollah, is believed by many to be responsible for the deaths of hundreds of people during the mid-1990s, the worst years of the conflict between the outlawed Kurdistan Workers' Party, or PKK, and Turkish government forces. Hizbullah came to prominence in the late 1980s in southeastern Turkey. Some experts say its aim is to destroy the secular order and spread "true Islam" throughout the country, by force if necessary. However, strong claims have surfaced that it was the state itself that established the organization to fight the PKK through illegal means, such as summary executions.

Russia is interested in helping Jordan build its first nuclear power plant, an aide to President Dmitry Medvedev said on Monday, ahead of the Russian leader's visit to the Middle Eastern country.

"We are ready to cooperate but it is not an issue to be settled in the next few days," Sergei Prikhodko told reporters on Monday.

Russia and Jordan signed a 10-year nuclear cooperation agreement in 2009.

"They [the Jordanians] should decide on the location, we should decide on the funding," he said.

He added that several other countries have also applied to build the plant, which is expected to go into operation by 2018.

Middle East peace efforts, energy and military cooperation will be among the issues for discussion during Medvedev's visit to Jordan on January 18-19.

Iran's Oil Minister Masoud Mirkazemi and Syrian Minister of Petroleum and Mineral Resources Sufian al-Alaw met on Tuesday to discuss bilateral energy ties.

The discussion centered on supplying gas to Syria, building a refinery in Syria and manufacturing a pipeline to transfer Iranian gas to Syria via Iraq and finally to international markets, the Tehran Times reported.

Previously, Iranian Deputy Oil Minister Javad Owji had announced that Iraq has granted permission to transfer Iranian gas to Syria via Iraq.

Owji went on to say that Iran is ready to export natural gas to Iraq in two phases, with 7-8 million cubic meters and 12 million cubic meters in the first and second phases, respectively.

"Two European companies have suggested six routes for exporting Iranian gas to Europe. The Persian pipeline, the Nabucco pipeline and the Iran-Iraq-Syria-Italy pipeline are the main proposed routes," he said.

Iran plans to participate in the construction of a refinery with a refining capacity of 140,000 barrels in Homs, Syria.

Syria's Minister of Oil and Mineral Resources Sufian Allaw says that Tehran and Damascus are to discuss Syrian gas imports from Iran.

Speaking at a joint press conference with Iranian Oil Minister Masoud Mirkazemi in Damascus on Wednesday, Allaw described relations between Syrian and Iran, especially in the oil and gas sectors, as favorable.

"We want to discuss issues in the fields of refinery and training of our technical staff during this visit," he added.

Allaw said that transfer of Iran's gas to Syria and the Mediterranean Sea via Iraq will be discussed during Mirkazemi's visit to Syria.

"We also want to discuss the transfer of three million cubic meters per day of Iran's gas to Syria via Turkey. It will gradually increase to nine million cubic meters per day by 2011," he added.

"We are going to equip our industrial cities and factories with gas lines."

Mirkazemi, for his part, said that Iran and Syria have many things in common, especially in cultural, intellectual and social affairs.

"Iran and Syria have the potential to increase the level of their economic, trade and energy ties," he added.

Asked about the chances that the price of oil might exceed USD 100 per barrel, Mirkazemi said that the price of oil depends on global demand, economic growth, financial crisis, weather conditions, and the value of the dollar.

"Financial crisis is rooted in the performance of some countries like the US. We have been witnessing similar crises since 1935. They might be repeated in the future," he added.

この国は昔から、調停を受け入れる意思がある相手とは付き合うが、そうでない相手とは時間を割かない。ある意味、非常に常識的な行動で、現実的。レバノンは面倒くさいから、いち抜けた。ただ、この国はレバノン建国に関わっているから、サウジ抜きの意味は小さくない。

カタールは1992年だったかターイフ合意以来の腐れ縁だが(私の記憶間違いだった。ターイフ合意の前に調停していたのはクウェートだった。クウェート調停団の周囲にシリア軍が砲弾の嵐を降らせたら、震え上がって帰国してしまい、以後二度とレバノン問題には口出さなくなった・笑)、カネをばらまく以外に、何か影響力を持っているとは思えない。

国際法廷の関係で米仏抜きにはできないという側面に加え、フランスはクリスチャンの権益代表。米国はイスラエルの代理。ただ、フランスとは昔ほどの関係はなく、過去25年くらいのフランスの行動の実態を見ると、実のところ彼らに強い意欲があるとは思えないのだが。

トルコがレバノン内政に直接関与するのは、戦後初ではないか?恐らく100年ぶり。解決案を持っているのはフランスで、トルコは会議開催の下準備を依頼された模様。

イランが排除されている。地域の他の関係国は追加招待するかもしれないが、イランだけは呼ばないという。シーア派の権益をトルコに代表させるつもりだろうか?その大役は、筋違いだし無理。「地域の他の関係国」といったら、エジプトくらいしか思い付かない。

イラン外務省がアンカラを訪問し、トルコ側と協議。イランは、域外のプレーヤーの干渉を批判。地域の全関係者を招くようトルコに要請。トルコも、地域のどの関係者も排除しないとイランに約束。

ということで、会議を開く前から、フランスとトルコのスタンスには違いが表出しているのでありました(笑)。

国際法廷は、レバノンにとり混乱要因にしかならない。被害者であるレバノンが取り下げれば国際法廷は瓦解し、物事は全てうまく行く。そもそも、被害者の実の息子が「シリア批判は間違いだった」と公言している。

本当にその通り。フランス提案は、イランを排除している時点で、「まとめるための会議」ではなく「混乱を引き起こすための会議」であることがわかる。



Turkish PM urges calm in Beirut

Turkey has accelerated diplomatic efforts to help resolve the governmental crisis in Lebanon that erupted when Hezbollah walked out, with the Turkish prime minister urging Friday all parties concerned to act responsibly and solve the problem through dialogue.

Lebanon's pro-Western Prime Minister Saad al-Hariri met with Turkish Prime Minister Recep Tayyip Erdoğan and Foreign Minister Ahmet Davutoğlu in Ankara as part of efforts to rally international support after the Shiite group Hezbollah withdrew from the ruling coalition and brought down the country's national unity government. Al-Hariri's Ankara trip followed meetings with U.S. President Barack Obama in Washington and a stopover in France.

After his meeting with Erdoğan, al-Hariri left for Ankara airport to return home and no statement was made to the press. “The wounds of the Lebanese people who have gone through big pains and devastations in recent history have not been healed fully. When this is the situation, one cannot allow the country to be plunged into political instability once again," Erdoğan said in a separate address at his ruling Justice and Development Party, or AKP, headquarters following meeting with the Lebanese prime minister.

Erdoğan called on all parties concerned to intensify efforts to resolve the crisis through democratic and participatory methods based on dialogue and consultations. “There is a need for the parties to act with full responsibility and an understanding that keeps Lebanon's common interests above any sort of consideration," he said.

The prime minister said he would hold talks with Iran, Syria and Qatar for the process to be peacefully concluded.

Lebanon's Hezbollah-led alliance quit the government Wednesday, causing it to collapse. The crisis was the climax of long-simmering tensions over a U.N. tribunal investigating the 2005 assassination of Hariri's father, former Prime Minister Rafiq al-Hariri.

The tribunal is widely expected to indict members of Hezbollah soon, which many fear could rekindle violence in the tiny country that was plagued for decades by war and civil strife. Hezbollah denounces the Netherlands-based tribunal as a conspiracy by the U.S. and Israel. It had demanded al-Hariri reject the tribunal's findings even before they came out, but al-Hariri has refused to break cooperation with the court and its investigations.

Turkey supports the UN tribunal

“It is obligatory that the issues about the special tribunal for Lebanon should be tackled in a way that will not lead to division or conflict inside or outside of Lebanon, through an approach far from political considerations," said Erdoğan, calling for a formula that would not awaken a feeling of unjust treatment on any of the party. “The way for this is not polarization but dialogue," said Erdoğan.

International conference proposal

France, Lebanon's former colonial authority, has meanwhile suggested the creation of an international "contact group" to negotiate a settlement to the crisis, a European diplomat in Beirut told Agence France-Presse.

The contact group would include Syria, Saudi Arabia, France, the United States, Qatar, Turkey and possibly other countries," said the diplomat, who spoke on condition of anonymity. “The group would meet outside of Lebanon given the current tensions in the country."

Turkish media, on the other side, reported that Erdoğan was expected to propose holding an international conference to address the crisis and advise al-Hariri to try to seek a consensus with Hezbollah.

“We have not submitted a proposal. The French have a proposal but the location has not yet been set," a senior Turkish diplomat told the Hürriyet Daily News & Economic Review on Friday. “As is known, the joint initiative launched by Saudi Arabia and Syria failed and we are trying to revive this process," he said, speaking on condition of anonymity.

Turkish leaders also spoke to Syrians to exert pressure on Hezbollah through Damascus. Asked if the government talked to Hezbollah, the diplomat said: “Not now. There are channels. We can always talk to them."

In his address, Erdoğan called on the leading actors of the countries in the region and the international community to exert joint efforts for a settlement to the government crisis. “As Turkey, we will continue to do our part in the coming period and take all necessary initiatives actively. As a country that can engage in dialogue with all the parties in Lebanon, we will continue to strongly support our brother Lebanon to reach a peaceful, stable and safe environment."



A bow to Iran as Turkey backpedals on Beirut

A day after announcing it is supporting a French proposal to resolve the political crisis in Lebanon, Ankara has apparently bowed to pressure from Iran and decided to put forth its own inclusive "action plan" instead.

The Iranian foreign minister made a statement Monday in Turkey criticizing the involvement of actors outside the region in the Lebanese crisis. His remarks came following the Turkish prime minister's announcement that he had been asked to join a French-led "contact group" on the issue and had accepted the invitation.

"We will be pleased to participate in and contribute to an international meeting, if it were to be held, but [we think] this regional momentum should continue," Foreign Minister Ahmet Davutoğlu told reporters Tuesday before departing for Lebanon, where he will join Qatari Prime Minister Sheikh Hamad bin Jassem bin Jaber al-Thani to hold talks with Lebanese authorities.

Without the regional momentum, Davutoğlu warned, the process of finding a solution to the crisis in Lebanon would be very difficult.

Detailing Turkey's plan to stop the potential spread of the crisis in Lebanon, where the national unity government collapsed last week, to neighboring countries and the entire Middle East, Davutoğlu said being able to "see the frame" is most important.

"The first [part of Turkey's approach] is to be able to provide healthy communication with all sides in Lebanon without any discrimination. The second is to keep regional actors, namely Saudi Arabia, Syria, Iran and Qatar, together in a healthy relationship," Davutoğlu said. "The third [part] is the Special Tribunal for Lebanon formed as a result of a U.N. Security Council resolution. That's why close contacts with France and the United States, two permanent members of the Security Council, are a must. All these are interrelated."

The Turkish foreign minister warned that events in Lebanon could bring about regional consequences that could hurt the already-fragile stability of the Middle East. "Thus Turkey, due to the importance it places in regional peace and comfort, sees taking every adequate step as necessary," he said. "We can't be a mere spectator as this brother country's drifting into a crisis."

Dueling French, Iranian proposals

Davutoğlu's statements on the action plan followed an announcement Monday by Prime Minister Recep Tayyip Erdoğan that he had received an invitation from French President Nicholas Sarkozy to an international meeting that Turkey would be pleased to join. The French proposal suggests the formation of a "contact group" for Lebanon with the participation of Syria, Turkey, France, Qatar, Saudi Arabia and the United States. Though the group would invite some other regional countries, it would surely be closed to Iran.

On the same day Turkey accepted the French proposal, Iranian interim Foreign Minister Ali Akbar Salehi paid a visit to Ankara, where he said the engagement of non-regional actors in the Lebanese process would not produce stability in the region.

"We see no efficacy in the intervention of outside actors to this issue," Salehi told Turkish reporters late Monday at a joint press conference with Davutoğlu. The Iranian minister arrived in Ankara late Monday to discuss the Lebanese crisis and the upcoming talks in Istanbul on Tehran's nuclear program. The two ministers appeared before the media around midnight.

Iran's chief diplomat also advised Turkey and other related countries to contact all groups and parties in Lebanon and not exclude any of the regional countries, including Iran.

The assurance that Iran will not be excluded was given Tuesday by Davutoğlu, who said, "Turkey will continue its efforts without excluding any actor from the process." Noting that Turkish, Syrian and Qatari authorities have agreed to act together for a solution that would bring stability to Lebanon, Davutoğlu said he held phone calls with his French and Qatari counterparts early Tuesday.

The unity government in Lebanon led by Prime Minister Saad al-Hariri collapsed last week after Hezbollah and its allies walked out in a long-running dispute over the U.N.-backed Special Tribunal for Lebanon. Fears of Sunni-Shiite violence have been raised following the collapse and the submission of the tribunal's indictments, which are widely believed to implicate Hezbollah in the 2005 assassination of al-Hariri's father, former Prime Minister Rafiq al-Hariri. Regional heavyweights as well as France, Lebanon's former colonial power, are jostling for influence in leading the process to avert further crisis.



'Stop sedition' in Lebanon, Iran warns West, Israel

President Mahmoud Ahmadinejad on Wednesday warned Iran's arch foes Israel, the United States and some European nations to stop their "sedition" in Lebanon or the people there would "chop" their hands.

"You are on a rough downhill path that will take you into a deep valley and your actions show that your decline is on a fast track," Ahmadinejad, referring to the United States, Israel and unspecified European nations, told a cheering crowd in the city of Yazd in a speech broadcast live on state television.

"With these actions, you are damaging your reputation. Stop your interference. If you don't stop your sedition (in Lebanon), then the Lebanese nation and regional countries will cut your nasty, plotting hand."

Lebanon is in political turmoil after its government collapsed when powerful Shiite group Hezbollah and its allies resigned over a U.N.-backed probe into the assassination of ex-Lebanese premier Rafiq al-Hariri.

Members of Iran-backed Hezbollah are reportedly to be implicated in the assassination and fears of sectarian violence have mounted in Lebanon since indictments - yet to be made public - were finalised on Monday by the Special Tribunal for Lebanon based in The Hague.

Iran, like Hezbollah, accuses the tribunal of being influenced by the U.S. and Israel. Iran's supreme leader Ayatollah Ali Khamenei has already dismissed the much-anticipated findings of the tribunal.

 14日発足した菅第2次改造内閣の閣僚名簿を眺めて、やはり私の感覚が間違っているのだろうかと自問自答しています。

 内閣発足後の報道各社の世論調査結果をみると、内閣支持率は軒並み数ポイント上昇し、3割前後となりました。菅直人首相が期待していたであろうほどの支持率アップはありませんでしたが、それでも、10人中3人が積極的支持にしろ、消去法的支持にしろ、「この内閣でいい」と評価しているのです。

 改造内閣では、たちあがれ日本を離党して経済財政担当相に就任した与謝野馨氏が主に注目され、選挙区(衆院東京1区)を同じくし、与謝野氏に押し出される形で経済産業相に横滑りした海江田万里氏からは「人生というのは不条理だ」というセリフが飛び出しました。

 確かに、私も今回の改造は不条理だと思います。でも、それは別の理由からそう感じているのです。政党を渡り歩いて閣僚となった与謝野氏の行動に毀誉褒貶(きよほうへん)があるのは当然でしょうが、それについては「そういう人もいるだろう」という感想しかわきません。

 菅第2次改造内閣の顔触れでまず第一にひっかかったのは、法相に江田五月氏が就いたことでした。鳩山内閣時代から続く、民主党政権の一つの本質を見る思いがするのです。

 なぜ江田氏についてそう感じるのかというと、江田氏はかつて、菅直人首相とともに北朝鮮による日本人拉致事件の実行犯である辛光洙元死刑囚の釈放嘆願書に署名した人物だからです。嘆願書は韓国の盧泰愚大統領(当時)に宛てたもので、文面はこうでした。

 「彼らが韓国での社会生活におけるすぐれた人材として、また日韓両国の友好のきずなとして働くことができる機会を与えて下さいますよう、ここに心からお願いするものであります」

 当時、北朝鮮のスパイとして韓国に捕まっていた辛元死刑囚を釈放して、日韓友好の絆としてくれというのです。民主党政権では、千葉景子元法相もこの嘆願書に署名していますが、こんな手紙を受け取った盧大統領もさぞかし困惑したことでしょう。

 さすがに、江田氏は18日の記者会見で産経記者にこの問題を問われ、「これはもう申し訳ない。その部分については間違いであるとおわびをするほかありません」と謝罪しました。また、菅首相も昨年6月の衆院本会議で「対象の中に辛光洙がいたことを十二分に確かめず署名したことは間違っていた。従来から反省している」と反省を表明しました。

 でも、このとき釈放嘆願の対象となっていたのは、辛元死刑囚だけではありません。辛元死刑囚の拉致共犯者である金吉旭・大阪朝鮮民族学校元校長の名前も入ったいたのです。これは、単に「うかつだった」(千葉氏)で済むような話ではないと思うのです。

 人間誰しも過ちはあるし、ケアレスミスもあるでしょう。悔い改めていることをいつまであげつらっても仕方がないという考え方もあります。しかし、政治家(しかも国会議員)である以上、これだけは絶対にダメだ、それをやったらアウトだ、という一線もまた引かれて当然だと思うのです。

 罪もない日本人を無理やり拉致し、家族と引き離し、青春を、日常を奪い、対日・対韓工作の道具として扱い、それでいて北朝鮮では英雄とされ、称賛されている人物。そんな辛元死刑囚らの釈放を外国の元首に訴えるという行為は、たとえそうだとは知らなくても国民を代表する政治家である以上、潔く責任をとるべき大失態だと考えます。

 私ならば、恥ずかしくて2度とお天道さまの下は歩けない。ましてや、拉致被害者家族の前に「首相です」「法相です」と堂々と出てくるなどということは、想像を絶する鉄面皮か恥知らずとしか思えません。

 辛元死刑囚は、警察庁には拉致被害者の横田めぐみさんの拉致実行犯とは認定されていませんが、母の横田早紀江さんは平成16年1月の記者会見でこう証言しています。

 「辛光洙がめぐみを拉致したことは一昨年11月末、米軍の座間キャンプで曽我ひとみさんから聞いていた。ひとみさんもめぐみも辛光洙から学んだこと、また辛光洙がめぐみを連れていったことを聞いた」

 市井の一市民としてならともかく、政治家としては取り返しのつかない失策というものはあるのではないか。そして、北朝鮮による国家主権の侵害であり、今も続く人権侵害である拉致事件での失敗は、政治家として一発でレッドカードを突きつけられてしかるべきだと思うのです。

 それなのに、「もうその話はしないでよ」と言わんばかりに口先で軽く反省してみせるだけで済ませようとしています。その後の政治家人生で、失態を取り戻すべく拉致問題に取り組むこともしていません。

 国民は寛容すぎ、忘れやすすぎる。そう感じてしまう私の感覚がずれているのかと迷いが生じます。

 ちょっと話は飛びますが、菅内閣では平成11年の国旗国歌法案の採決時に、反対票を投じた人物が7人います。

 菅首相、海江田経産相、枝野幸男官房長官、前原誠司外相、大畠章宏国土交通相、細川律夫厚生労働相、松本龍環境相。首相も官房長官も日の丸・君が代法制化に反対だったという内閣って何なのでしょうね。

 国民新党の亀井代表は19日の定例記者会見で、菅首相が意欲を示している環太平洋経済連携協定(TPP)参加について、「国家の基本は防衛と関税自主権だ。関税をゼロにするなんて、できもしないことを『6月までに結論を出す』と言う。出せますか? そんなことをしたら、普天間(飛行場移設問題への対応がきっかけで退陣した鳩山政権)の二の舞いになる」と述べ、首相の政権運営を批判した。

 消費税率引き上げを視野に入れた社会保障と税制の一体改革に関しても、「財源をどう工夫するかを議論すべきで、それもせずに野党に協議を申し入れるのは手順を間違えている」と指摘。「民主党政権は『これをやりたい、あれをやりたい』とぶちあげる。そんなことは小学生でもできる。実行できなければ、内閣ではない」と苦言を呈した。

中曽根康弘:沖縄問題の認識が足りない 鳩山氏に苦言

「与党がこんなに忙しいと思わなかった」と平気で語る東北大卒の枝野が官房長官を務め、東大卒で党の重鎮である江田五月ですら、「霞ヶ関が民主党に正しい情報を与えなかったから公約を守れなくて当然。民主党は悪くない」と言い訳する政党なんです。



中曽根元首相、前原外交「安全航路だが気迫足りない」

 中曽根康弘元首相は18日午後、内外ニュース主催の懇談会で、前原誠司外相の外交手腕について「安全航路をたどっているが、前原外交が強く出ているとは言えない。米、中、世界に対して日本の進む道をはっきりさせ実績をつくることが政権の意味であり、そういう点については気力と気迫が足りない」と指摘した。

 沖縄・米軍普天間基地の移設問題に関して「国外、最低でも県外」と宣言した鳩山由紀夫前首相に対しては「沖縄問題の複雑性や米国が何を考えているかの認識力が足りなく、問題が複雑化した。あまりにも軽い発言だった」と苦言を呈した。

韓米ミサイル指針改定論浮上、射程距離1000キロも

 18日に明らかになったところによると、韓米両国は最近、韓国の弾道ミサイルの射程距離を300キロに制限している「韓米ミサイル指針」を改定する交渉に着手したという。

 韓国政府の消息筋は、「ミサイル指針改定問題について、韓米間である程度共感が形成され、最近交渉に着手した。現在は初歩的な段階で、射程距離や弾頭重量をどの程度向上できるかは予断を許さない」と語った。

 韓米ミサイル指針は1979年に締結され、その後2001年に改定された。現行のミサイル指針は、韓国の弾道ミサイルの射程距離を300キロ、弾頭重量を500キロに制限している。このため、北朝鮮が長射程弾道ミサイルの開発を進める一方、韓国は射程距離300キロ以上の弾道ミサイルを開発できなかった。

 韓国政府は、09年4月の北朝鮮によるテポドン2号発射以降、韓国社会の一部でミサイル指針改定要求が強まったことを受け、米国側に交渉を提案した。これに対し、ウォルター・シャープ在韓米軍司令官はじめ米国側は否定的な反応を示していたため、最近になって米国の態度が変化した理由が注目される。

 韓国軍当局や一部の専門家らは、弾道ミサイルの射程距離は韓国南海岸から北朝鮮全域を射程内に収められる1000キロ以上でなければならない、という立場を取っている。北朝鮮は最大射程3000-4000キロの弾道ミサイルまで実戦配備したが、韓国軍の弾道ミサイル(玄武、ATACMSなど)の射程距離は165-300キロに過ぎない。

 韓米両国は、韓国が保有するミサイルの射程距離などを制限するミサイル指針の改定に向けた初歩的な協議を開始した。背景には、北朝鮮が長距離ミサイルの開発を続けていることに加え、韓国国内に指針改定を求める強い世論があることが挙げられる。

 米国は当初、ミサイル指針の改定を議論すること自体に否定的だった。しかし、2009年4月に北朝鮮がテポドン2号を発射した後、韓国国内で弾道ミサイルの射程距離を300キロに制限したミサイル指針を改正すべきだという世論が高まり始めた。当時の韓昇洙(ハン・スンス)首相は同月の国会答弁で、ミサイル指針改定論について「(韓米)国防相会談で深刻に検討すべき時期が来た。現時点で(ミサイル主権が)制約を受けることが好ましいかどうか再検討する必要がある」と述べた。それを受け、同年10月に開かれた韓米国防相会談で、改定問題が協議されるとみられたが見送られた。金泰栄(キム・テヨン)国防部長官も昨年2月の国会答弁で「遠くない時期に指針改定を(米国側に)求める」と述べたが、その後も目立った動きはなかった。

 しかし、昨年末から米国側の態度に変化が見え、水面下の交渉が始まったとされる。そこには、北朝鮮が射程距離6700キロを超えるテポドン2号など長距離弾道ミサイルの開発を続けるなど、安全保障条件に変化が生じた点、ミサイル指針という足かせに対する韓国内部の否定的な世論が反米感情につながりかねないという点などが影響を与えた。北朝鮮は2006年と09年にテポドン2号の発射実験に失敗したが、エンジン燃焼試験など長距離弾道ミサイルの開発を続けている。先週訪中したゲーツ米国防長官は「北朝鮮が5年以内に、米本土に到達する長距離大陸間弾道ミサイル(ICBM)を開発できるとみている」と述べている。

 一方、韓国は2001年に韓米間で合意したミサイル指針に従い、放物線軌道で飛行する弾道ミサイルの場合、射程距離300キロ、弾頭重量500キロ以下に制限が設けられている。しかし、水平飛行する巡航ミサイルには事実上制限がない。このため、射程距離1500キロの玄武3Cミサイルまで開発されたが、弾道ミサイルに比べると威力が劣る上、速度が遅いため、迎撃されやすい欠点がある。韓国軍が保有する弾道ミサイルは、射程距離300キロ以下の玄武 1、2、陸軍戦術ミサイルシステム(ATACMS)だけだ。これに対し、北朝鮮はグアム島まで到達する射程距離3000-4000キロのムスダンミサイルを実戦配備している。

 こうした中、韓国の弾道ミサイルの射程距離を韓国南海岸から北朝鮮全域が射程に入る1000キロ、弾頭重量1トン程度までそれぞれ制限を緩和すべきだという主張が説得力を得ている。とはいえ、交渉は始まったものの、結果は楽観できないとの見方もある。韓国政府消息筋は「米国側の実務担当者はまだ、射程距離延長のためのミサイル指針改定には否定的だと聞いている。戦時作戦統制権の(韓国側への)移管以降、韓国軍が独自の戦争抑止能力を強化するためにも指針改定は必要だ」と指摘した。

 「元祖保守」と呼ばれる金容甲(キム・ヨンガプ)ハンナラ党常任顧問は18日、「北朝鮮は絶対に非核化しない。北東アジアの平和のため、韓国も核を持たなければならない。相互に核を持ってこそ、平和を維持できる」と語った。

 金顧問はこの日、本紙との電話インタビューで北朝鮮が非核化しなければ、6カ国協議ではなく、8カ国協議をしたところで、韓国に実益はない。"一つの抑止力として、北朝鮮の核廃棄のため、韓国にも核が必要だ"という方向に戦略を変えなければならない」と語った。さらに金顧問は「日本との核協調」にも言及し「北東アジアでは現在中国と北朝鮮が核を持っているが、韓国と日本も、平和のため核を持たなければならない」と主張した。また、延坪島砲撃事件などに関する現政権の対北政策については「左派陣営では、韓国が過度に強硬な策を取ったために北朝鮮がそうしたというが、これまで韓国がどれだけやられたのか。このようにうやむやにすると、こんなことが間違いなく繰り返されるのだから、もっと大きな戦闘になるとしても、強硬に対応しなければならない」と語った。

 朴槿惠(パク・クンヘ)元ハンナラ党代表の元老諮問グループの一員でもある金顧問は、金文洙(キム・ムンス)京畿道知事が安全保障論を強調していることについて「道知事としてというより、国防部長官や統一部長官の立場で主張しているようだ。本人の(過去の)理念傾向を考慮し、安全保障を通じ保守層に接近したいということらしいが、国家安全保障はリップサービスでは済まない」と語った。

 また、憲法改正に向けた李在五(イ・ジェオ)特任長官の努力について、金顧問は「天地がひっくり返りでもしない限り、憲法改正の望みはない。わたしたちが誰のために、なぜ憲法を改正しなければならないのか、理解しているかどうかも疑わしい」と語った。

 菅直人第2次改造内閣が誕生したが、菅首相は道義とともに政権交代の大義を捨てた。政策の大転換に関し与党、民主党内でも議論せず、平然と発言する首相の姿は不気味としか言いようがない。

 多くの同志が討ち死にした平成21年夏の総選挙で民主党が有権者に訴えたことは、縦割りの官僚主導を排し、官邸主導で総額207兆円の予算を組み替えて20兆、40兆の財源を捻出、国民生活の立て直しに必要な重要政策に優先的に振り分けるというものだった。

 子ども手当、高校授業料の無償化、農家への戸別所得補償、高速道路の無料化など、民主党が集票目的で勝手に主張した、「ばらまき」政策にかかる経費が、16・8兆円で、そのための財源を平成25年までに捻出するとしていた。

 増税ではなく政治主導で予算を組み替えて財源を生み出して国民生活を立て直し、責任は政権与党が取るというのが政権交代の大義であり、賛同した多くの有権者が民主党に投票したのである。

 ところが、今回の組閣に際し、首相は消費税を含む、社会保障と税の一体改革を強調、社会保障問題について、「政党間で大きな差があるというよりも共通の認識があると思っている」と述べた。

 麻生太郎政権下で自民党は侃々諤々(かんかんがくがく)の党内議論をし、税負担部分が毎年1兆円伸びる社会保障費を賄うには消費税増税やむなしとの結論を得て、税制改正法の附則に税制の抜本的改革を記載した。

 ≪ウソをついて権力を取った≫

 その時、民主党は無駄遣いを排すれば消費税増税は必要ないと言っていた。「共通の認識」がなかったのは民主党だった。結局、自民党は真実を語って下野、民主党はウソをついて政権を取った。そのことを認めて下野することもなく、税制抜本改革に向けて与野党協議を行いたいとは、開いた口がふさがらないというほかない。

 民主党両院議員総会で、「マニフェストに書いてあることはやらず、マニフェストに書いていないことをやろうとしている。マニフェストの全面見直しをするなら国民に信を問うべきだ」との趣旨の発言をしている議員がテレビに映っていたが、全くその通りだ

 小沢一郎元民主党代表もテレビで、「役所の積み上げで予算を作っていたら、財源がないに決まっている。政治主導で優先順位を判断し、無駄を省く努力をしなければならない」「党がこれを変えてしまうんだとなれば国民にもう一度信を問うような大問題だ」と語った。半年前の代表選で国会議員の半分の票を得た小沢元代表の発言であるということを考えれば、菅首相の方針で民主党内がまとまっているとはとても思えない。

 首相自身、一昨年増補した著書『大臣』で「国家予算が例えば総額90兆円になるとしたら、マニフェストで国民と約束した7兆1000億を最初に計上する。そして残った額から必要なものを充てていけばよい」と書いていた。

 国の基礎的財政収支赤字(国債費を除く歳出のうち税収等で賄えない額)は22・7兆円だが、民主党は、予算組み替えで毎年40兆の財源がひねり出せると豪語していた。増税の必要どころか、10兆円余のおつりがくるはずだった

 私は消費税を増税すべきだと考えている。国と地方で868兆円も借入残高があり、GDP(国内総生産)比で181%の借金を抱える先進国などどこにもない。

 ≪増税分ばらまきかねない民主≫

 ただし、解散しないまま民主党政権下での消費税引き上げには反対だ。引き上げ分をばらまきマニフェストの実施に使われるのがオチだからだ。22年度予算の社会保障費は子ども手当を含め税負担部分が約37兆円、すべて消費税で賄うなら、15・4%(1%2・4兆円で計算)であり、毎年1兆円の税負担分の伸びを考えれば、社会保障費を削減しない限り、それでも足りない。

 ばらまきマニフェストの実施を前提とすれば、消費税率は最低でも20%は必要になる。こんな大増税に国民が納得するだろうか。

 菅首相は消費税増税を言うのなら、20兆、40兆の財源を見いだせなかったことを国民に謝罪し、信を問うのが筋だということだ。

 あるといって政権を取り、なかったら政策を翻すということが許されるなら、何のための選挙であり、何のための政治主導か。選挙で国民の信を問うことなく大連立や政界再編をするのであれば、日本の民主主義は死んでしまう。

 日本に二大政党は実現しない。「救国」や「国益」を理由にそんな戯言(ざれごと)を言う人は国民を愚弄し、日本の民主主義を貶(おとし)めていると知るべきだ。選挙で唱えた政策の責任は選挙で問うのが民主主義であり正しい政治の在り方である。

 ≪大連立の邪論に惑わされるな≫

 財政再建は待ったなしであり、消費税増税と社会保障費のメリハリを早急に議論しなければならない。しかし、大義を捨てた民主党との連立は、日本の政治のみならず国民性をも劣化させる。真の政治主導を実現して日本の民主主義を成熟させるためにも、大連立の邪論に惑わされてはならない。(いなだ ともみ)

私たちの大切な自衛隊が、捏造史観を広めるため在日および韓国政府のスパイたちにアゴで使われるのを許してはなりません。今後、似たような事例があったら、皆で抗議して止めさせましょう。

日本の祭にいちいち韓国人が登場してくること自体を規制したい。日韓は異民族で別文化。そもそも密入国者の子孫が、当然の権利とばかりに我が物顔で毎回登場するなと言いたい。

韓国内では日本文化はぞんざいに扱われている(文字列「セメントで固められた」で検索)ので、日本人が国内で韓国文化を大切に紹介することは好ましくなく、国益に反する。さらに、スイスでは密入国者は結婚する権利すら否定されている

そんなに韓国の存在を示したかったら、韓国の予算を使い、韓国人の全責任にて企画実行する場所に、日本人を招待して接待しろ。お前たちの文化には「おもてなし」という概念は存在しないのか?他人のふんどしで相撲を取るのは止めろ。
