フランス:ルワンダ虐殺事件で判断ミスを認めるも、謝罪せず

ルワンダ虐殺については、事件当初からベルギーとフランスの結託が知られていたが、サルコジが今頃になって「判断ミス」を認めた。しかし、謝罪はしなかった。

日韓関係についてはどう対応いたしましょうか(笑)。「判断ミス」っていい表現ですね。日本政府は当時の国際情勢について判断ミスがあった、とか(爆)。



Sarkozy admits France made 'errors' over Rwanda

Nicolas Sarkozy admitted yesterday that Paris made "errors of judgment" over the genocide in Rwanda as he became the first French president to visit the country since the bloodshed.

The Rwandan government, formed by guerrilla fighters who brought an end to the killings, has accused France of complicity in the 1994 genocide by supporting the Hutu regime that orchestrated the murder of 800,000 people.

Mr Sarkozy stopped short of offering an apology yesterday, but his words were the first official admission of mistakes made under François Mitterrand, the then president. He also pledged to rebuild relations with the small but powerful African country.

France wants to move beyond one of the grimmest chapters of its history in Africa and strengthen its ties in the volatile but resource-rich Great Lakes region just as Rwanda, a former Belgian colony, turns towards the English-speaking world.

During a press conference with Paul Kagame , Rwandan president, Mr Sarkozy acknowledged "errors of judgment, errors of politics, which had utterly tragic consequences". He said it had been "a sort of blindness not to understand the genocidal plans of the [Rwandan] government".

History remains an explosive subject in Rwanda, as the Kagame government is seeking to entrench its official version of the genocide in the face of numerous strands of revisionism.

Conflicting views on events surrounding the killings and France's role have poisoned relations between Paris and Kigali for years. The countries only restored diplomatic ties three months ago after three years of acrimony.

Mr Kagame thanked Mr Sarkozy yesterday for his "frank dialogue", affirmed a "new partnership" between the two and said they had agreed to explore opportunities in trade, investment, education and health.

Another source of friction has been the presence in France of exiled genocide suspects. "We want those responsible for the genocide to be found and punished," Mr Sarkozy said. "Are there any in France? That is for justice to decide."

Théodore Simburudali, of the Ibuka association for genocide survivors, said that, although many survivors and victims' families wanted an apology from France, yesterday was not the day to demand it.
